Organizational context: This position is within the Operations Unit, Human Resources Management Section (HRMS) of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The Associate Human Resources Officer reports to a Human Resources Officer, supporting the section's mandate and scope within the Programme Support and Management Services.
Job purpose: The Associate Human Resources Officer provides essential advice and support to managers and staff on a wide range of human resources matters, ensuring adherence to organizational policies and procedures. This role is critical in managing HR administrative transactions, including recruitment, placement, and contract processing. Furthermore, the position is responsible for administering and advising on staff benefits, entitlements, and salary-related issues, as well as processing claims and supporting staff development through orientation and training. The incumbent plays a key role in maintaining HR operational efficiency and supporting the overall mission of the OHCHR by ensuring effective human capital management.
Responsibilities: Provide expert advice and support to managers and staff on human resources policies, practices, and procedures. Manage recruitment and placement activities, including preparing job offers and processing personnel actions, staffing tables, and contracts. Administer and advise on salary, benefits, travel, and entitlements, ensuring compliance with regulations and rules. Process various staff entitlements such as education grants, dependency allowances, Home Leave, and Rest and Recuperation. Handle medical insurance plan applications, UNJSPF enrollments, and claims for appendix D and malicious acts. Provide induction and orientation for new staff members. Offer guidance to programme managers on classification policies and procedures, including conducting office reviews.
Education: An advanced university degree (Master's or equivalent) in human resources, business, public administration, social sciences, or education is required. Alternatively, a first-level university degree with two additional years of qualifying experience is acceptable. Candidates who have passed the Young Professionals Programme Examination (YPP), NCRE, or G to P exam may qualify with a first-level degree and no experience.
Work experience: A minimum of two years of progressive experience in human resources management or administration is required. One year of experience with Enterprise Resource Planning (ERP) system's HR modules is also necessary. Experience providing HR services in complex, volatile, conflict, or post-conflict environments is essential. No experience is needed for candidates who have passed a UN Competitive Recruitment Examination.
