Cost Engineer (Pharma & Biotech CAPEX Projects)

The Opportunity
We are seeking an experienced Cost Engineer to support the delivery of major pharmaceutical and biotechnology capital projects across Switzerland. This role will be responsible for cost estimating, budgeting, forecasting, cost control, change management, and financial reporting for large-scale CAPEX investments.
The successful candidate will have proven experience supporting brownfield and greenfield projects valued above CHF 300 million, working within highly regulated GMP environments and collaborating with multidisciplinary project teams throughout the project lifecycle.
Key Responsibilities
Cost Management & Control
- Develop, maintain, and manage project budgets, cost reports, forecasts, and Estimate at Completion (EAC).
- Monitor actual costs, commitments, accruals, and cash flow against approved budgets.
- Perform cost performance analysis and identify trends, variances, risks, and opportunities.
- Ensure accurate cost tracking throughout engineering, procurement, construction, commissioning, and qualification phases.
- Support monthly cost reporting and project performance reviews with senior stakeholders.
Forecasting & Reporting
- Prepare and maintain CAPEX forecasts for major project investments.
- Develop cost dashboards and reporting packs for project leadership and executive management.
- Monitor project contingency and provide recommendations based on project risk exposure.
- Support investment approval and project sanctioning activities.
Change Management
- Assess and quantify the cost impact of scope changes, design modifications, risks, and change orders.
- Support project change control processes and maintain change registers.
- Work closely with Project Managers to evaluate financial impacts and mitigation strategies.
Required Qualifications
- Bachelor's degree in Engineering, Construction Management, Quantity Surveying, Finance, Project Controls, or a related discipline.
- Minimum 8 years of experience in Cost Engineering, Project Controls, or Cost Management.
- Experience within pharmaceutical, biotechnology, life sciences, chemical, or other highly regulated manufacturing industries.
- Demonstrated experience supporting both brownfield and greenfield projects.
- Strong understanding of project delivery models including EPC, EPCM, and Owner's Project Team environments.
- Experience managing costs across the full project lifecycle, from concept and design through construction, commissioning, and handover.

- Primavera P6 (must have)
- Prism G2 or equivalent cost management tools
Preferred Experience
- Experience delivering pharmaceutical or biotechnology facilities valued between CHF 300 million and CHF 1 billion+.
- GMP-regulated manufacturing environments.
- Drug Substance, Drug Product, API, Biologics, Fill-Finish, Laboratory, Utility, Cleanroom, or Infrastructure projects.
- Experience working with global pharmaceutical companies and large EPCM organizations.
