Organizational context: The World Meteorological Organization (WMO) is a specialized agency of the United Nations responsible for promoting international cooperation in meteorology and operational hydrology. The CREWS Secretariat, under WMO, focuses on strengthening Early Warning Systems in developing countries.

Job purpose: To provide strategic leadership and oversight for the Climate Risk and Early Warning Systems (CREWS) portfolio of global, regional, and national programmes and projects, ensuring effective planning, implementation, monitoring, evaluation, and reporting to achieve development and institutional outcomes.

Responsibilities: Leads the management and oversight of the CREWS programme and project portfolio, ensuring alignment with strategic objectives and operational procedures. Oversees monitoring, evaluation, and results-based management frameworks, including performance indicators and data analysis. Manages corporate and donor reporting, preparing high-quality reports for governing bodies and partners. Serves as a focal point for coordination among CREWS partners and represents the Secretariat in relevant forums. Provides strategic leadership and people management to programme and monitoring personnel, fostering a culture of accountability and collaboration.

Education: Master's degree or equivalent in Environmental Sciences, Development Studies, International Relations, Programme Management, or a related discipline. A first-level university degree with two years of additional directly relevant experience may be accepted in lieu of a Master's degree.

Work experience: A minimum of 10 years of progressively responsible experience in international programme management, project portfolio management, monitoring and evaluation, or strategic planning. Proven experience in results-based management and performance measurement frameworks. Experience preparing reports for governing bodies and funding partners. Experience leading multidisciplinary and multicultural teams. Experience working with international organizations, development agencies, or the UN system is highly desirable.
