Zusammenfassung

The World Meteorological Organization (WMO) invites a senior professional to develop and implement the external relations and partnership strategy for the CREWS Initiative, building and maintaining donor and partner relationships and representing CREWS in international forums.

Jobbeschreibung

Organizational context: The World Meteorological Organization (WMO) is a specialized agency of the United Nations responsible for promoting international cooperation in meteorology and operational hydrology. The CREWS (Climate Risk and Early Warning Systems) Secretariat, hosted by WMO, aims to strengthen early warning systems in developing countries to reduce disaster risk.

Job purpose: To develop and implement the external relations and partnership strategy for the CREWS Initiative, build and maintain strategic relationships with donors and partners, represent CREWS in international forums, monitor policy developments, and contribute to resource mobilization and communications efforts to enhance the visibility and sustainability of the CREWS Initiative.

Responsibilities: Develop and implement external relations and partnership strategy; build and maintain relationships with donor governments, international financial institutions, and other partners; provide guidance on external relations, policy advocacy, communications, and resource mobilization; represent CREWS in international meetings and forums; identify opportunities to expand partnerships; monitor international policy developments related to climate change, disaster risk reduction, and climate finance; analyze policy trends and advise senior management; prepare policy papers and briefing materials; ensure alignment of CREWS priorities with global frameworks (Sendai, Paris Agreement, SDGs, G7, G20, Early Warnings for All); contribute to strategic planning; develop and implement resource mobilization strategies; identify funding opportunities and cultivate donor relationships; lead preparation of investment cases and donor presentations; coordinate funding negotiations; maintain funding pipeline and monitor donor priorities; contribute to strategic communications and outreach; coordinate key messaging; oversee preparation of communication products.

Education: Master’s degree or equivalent in Environmental Sciences, Development Studies, International Relations, Programme Management or a related discipline. A first-level university degree or equivalent with two years of additional relevant experience may be accepted.

Work experience: Minimum of 7 years of progressively responsible experience in international relations, partnership development, resource mobilization, policy development, climate adaptation, disaster risk reduction, or international development. Demonstrated experience engaging with bilateral and multilateral donors. Experience developing successful funding proposals and resource mobilization strategies. Experience within the UN system, international organizations, development banks, or similar multilateral institutions is highly desirable. Experience supporting high-level governance processes and international partnerships is desirable.

Skills: Strong drafting, presentation, and interpersonal skills. Excellent analytical skills for assessing and communicating complex information. Ability to work in a multicultural environment and foster diversity and team spirit. Managerial-level proficiency in Communication & Influence, Collaboration & Team Dynamics, Inclusive Mindset & Cultural Awareness, Decision Making & Problem Solving, Integrity & Accountability, Innovation & Digital Agility, and Stakeholder Understanding & Engagement.
