Zusammenfassung

Universal Postal Union (UPU) seeks a Director of Human Resources to provide strategic leadership for the HR function and to oversee the HR Directorate. The role includes formulating policies, guiding programmes, and representing the organization in internal and external forums.

The ideal candidate has a Master’s degree and 12+ years of management-level HR experience in international settings, with strong knowledge of HR management and UN rules.

Qualifikationen

  • Master’s degree in HR management, law, social sciences or equivalent.
  • At least 12 years of management-level HR experience in international organizations, public administration or private sector.
  • Very good knowledge of HR management (organization, recruitment, development, compensation, administration, consulting with staff representatives, HR legal issues).
  • Legal background in HR is desirable.
  • Very good knowledge of UN common system rules is desirable.
  • English and French are UN working languages; either language at UN Level III for reading, writing, listening and speaking is required; capacity to communicate in the other language is a strong asset.

The Director of Human Resources provides strategic leadership and oversight for the human resources function at the Universal Postal Union (UPU). The role involves formulating HR policies, managing the Human Resources Directorate, representing the organization internally and externally, and ensuring alignment with UN system standards.

Responsibilities
  • Formulate guidelines and strategies covering the human resources policies of the UPU and the Human Resources Directorate, providing authoritative advice to Executive Management and staff.
  • Initiate, plan, coordinate and direct HR programmes and activities through subordinate managers and experts.
  • Make decisions on administrative and operational matters covering the Human Resources Directorate.
  • Represent the organization at various bodies, forums and events.
  • Make proposals on general policy, internal organization, budget, resources and staff management as a member of the International Bureau Management Committee.
  • Formulate substantive guidelines, frameworks or projects in all areas of HR in line with the UN system.
  • Analyze and revise major strategic and policy documents related to HR.
  • Promote a positive, inclusive and respectful workplace culture fostering staff engagement and well-being.
  • Oversee and ensure activities of various HR programmes are carried out in line with policies and strategy.
  • Identify best practices and implement procedures to improve workflow and productivity.
  • Provide authoritative advice on complex and sensitive HR issues and staff policy matters.
  • Manage workplace disputes and disciplinary matters, including appeals and crisis situations.
  • Supervise budget and ensure efficient use of funds and resources.
  • Supervise strategic projects including digital transformation aligned with UN priorities.
  • Propose organizational structure and ensure accurate job descriptions.
  • Lead, manage and motivate staff, set measurable objectives and organize training and career development.
  • Coordinate preparation of reports and papers for the Council of Administration and present HR policies.
  • Represent Executive Management in discussions and negotiations on personnel matters.
  • Maintain high-level contacts with associated UN agencies on HR matters and represent UPU in inter-organizational bodies.
Requirements
  • A Master’s degree or its equivalent from a recognized university in areas such as HR management, law, social sciences or similar.
  • Strong proven experience of at least 12 years at management level in HR in an international organization, public administration or the private sector is required.
  • Very good knowledge of HR management (organization, staff recruitment and development, compensation and benefits, HR administration issues, consultation with staff representatives, HR legal issues, etc.) is required.
  • Legal background in the field of HR issues is desirable.
  • Very good knowledge of the rules of the United Nations common system (conditions of service, job classification, etc.) is desirable.
  • English and French are the working languages of the United Nations Secretariat. Either English or French is required at UN Level III for reading, writing, listening, and speaking.
  • Capacity to communicate in the other language would be a strong asset.
