Job description

Position Summary

Identifies or verifies required maintenance work, interprets contract, schedules and coordinates in-house or sub-contractor work, and ensures work meets contract specifications. Ensures all aspects of the contract are coordinated and completed in a timely, efficient, effective, and profitable manner. Responsible for supervising maintenance crews effectively and supporting the Capital Works Manager for in-scope Capital improvements and additional works as required.

Primary Duties And Responsibilities
  1. Perform condition assessments of pavements, signs, guardrails, tunnels, bridges, vegetation, and other infrastructure assets. Schedule and coordinate work to be performed.
  2. Collaborate with the Operations Manager/Capital Works Manager to determine the best approach (self-performance or sub-contract) for bringing assets into contract compliance, considering cost, timelines, and efficiency. Plan and coordinate all work items.
  3. Inspect ongoing and completed work to ensure compliance with contract requirements.
  4. Supervise maintenance crews, including selection, development, and performance management. Facilitate new hire training and ongoing safety and work standard training.
  5. Respond to incident emergencies, coordinate on-site responders, and report accidents/injuries (including near misses).
  6. Coordinate with fleet teams/mechanics for inspection, calibration, and repair of the fleet.
  7. Manage, monitor, and control highway project assets and materials.
  8. Identify opportunities for process improvements, work methods, efficiency, and cost reduction.
  9. Create and oversee the successful completion of all work orders.
  10. Review claims for damages on the highway system for validity and gather data on such claims.
  11. Work with field coordinators to ensure accurate documentation and reporting as per contractual and company policies.
  12. Manage inventory for consumables in coordination with field teams.
  13. Engage directly with ministry staff, contractors, external agencies, and the public to address complaints and issues related to drainage, signage, permits, and road conditions.
  14. Assist in identifying, qualifying, and negotiating contracts with subcontractors.
  15. Support routine work activities such as traffic control and maintenance.
  16. Be available for emergency response rotations, including overtime, evenings, weekends, and holidays.
  17. Perform other duties as assigned by the Project Manager.

  • Proficiency in writing reports, business correspondence, and manuals.
  • Ability to present information clearly and respond to questions from various stakeholders.

  • Strong computer skills in MS Excel, Word, and internet usage.
  • High safety awareness and perceptiveness.
  • Ability to recognize hazards and make adjustments to prevent accidents.
  • Effective communication of safety instructions and leading by example in PPE usage and safety conduct.
Education And Experience
  • High School Diploma required.
  • At least five years of experience in construction and/or road maintenance, with supervisory experience.
  • Valid driver’s license with an acceptable driving record.

  • Regularly required to stand, sit, walk, use hands, reach, climb, stoop, kneel, crouch, crawl, talk, and hear. Capable of lifting up to 50 pounds and using various tools and equipment.

  • Combination of office and field work.
Office Environment
  • Prolonged sitting, occasional standing/walking, manual dexterity, and visual acuity.
Field Environment
  • Exposure to weather conditions, noise, and potential hazards such as chemicals and high places. Use of PPE required.
