Surrey Police Service (SPS) is Surrey’s new municipal police agency. On November 29, 2024, SPS became the police of jurisdiction, and assumed responsibility and command for policing and law enforcement in Surrey. Position overview

Surrey Police Service (SPS) has an exciting opportunity for a Victim Services Team Supervisor to join our Community Policing South Division, within the Community Policing Bureau. The successful candidate will be responsible for supervising a team of Victim Services Caseworkers, ensuring services and resources are consistent and aligned with operational priorities and the needs of victims. The position also involves providing specialized support to victims, family members, and witnesses in the immediate aftermath of crime or trauma. The Supervisor provides leadership and guidance to staff working in a demanding and emotionally charged environment and must be a seasoned professional capable of maintaining professional boundaries, navigating complex and sensitive situations, and supporting staff through challenging circumstances while ensuring services are delivered with consistency, professionalism, and care. Significant independent judgment is exercised.

Schedule / Hours of Work

This is an on-site position and the anticipated schedule for this position is 40 hours per week. Please note the hours are subject to change based on operational needs and adherence to the Collective Agreement.

Responsibilities

• Supervises, schedules and reviews work of staff.
• Provides training, guidance, direction, mentorship to the Victim Services Caseworkers and support staff.
• Completes follow up with in response to critical incidents.
• Prepares and maintains relevant files, records and reports.
• Reviews and audits records and files for accuracy and completeness. Contributes to employee evaluations.
• Suggests new and improved administrative methods and procedures to enhance efficiency.
• Provides direct emergency crisis support to victims and witnesses of crime and other trauma at scene, in office, or other locations.
• Delivers presentations and briefings and provide information to management and others.
• Collaborates with other departments, agencies and levels of government.
• Develops and fosters effective partnerships with diverse groups, including community organizations, agencies, and SPS members.
• Coordinates with police, Crown counsel, and community agencies, and advocating for victims\' rights and needs.
• Acts as a liaison with various business units and agencies, responding to internal and external inquiries.
• Assists in developing strategies and new initiatives involving various stakeholders.
• Attends callouts to support staff when required.
• Performs duties of Victim Services Caseworkers as required.
• Assesses client’s safety and risk, develops safety plans, and ensures ongoing monitoring and follow-up where appropriate.
• Makes ongoing recommendations based on policy, sound judgment and related principles.
• Assists with related operational requirements as needed.
• Assists other staff in performing their duties.
• Performs other job-related duties as assigned.

Knowledge, Skills and Abilities

• Knowledge of the philosophy and objectives of a Victim Services Program.
• Knowledge of principles, practices and techniques of crisis intervention and follow-up support, as related to the work.
• Knowledge of the counselling and other resource agencies at SPS.
• Knowledge of the criminal justice system, including the judiciary and corrections systems.
• Knowledge of the dynamics of trauma and loss within diverse cultures.
• Knowledge of applicable computer programs, including but not limited to PRIME and JUSTIN.
• Knowledge of Provincial and federal legislation related to the work.
• Knowledge of SPS operations, policies and procedures.
• Knowledge of police terminology and reporting procedures.
• Knowledge of the Criminal Code of Canada.
• Ability to communicate effectively both orally and in writing.
• Ability to understand and effectively carries out oral and written instructions.
• Ability to maintain confidentiality in providing accurate, factual information to others.
• Ability to exercise considerable independence of judgment and action within specific guidelines.
• Ability to establish and maintain effective working relationships with various stakeholders including but not limited to SPS sworn members, employees, and external agencies.
• Ability to multi-task and manage time effectively.
• Ability to lead teams effectively.
• Ability to prepare and maintain complex records, correspondence, and reports.
• Ability to provide guidance, direction, training, and mentoring to staff.
• Ability to maintain confidentiality in dealing with sensitive information.

• Relevant level of Security Clearance.

Qualifications

• Completion of Grade 12, supplemented by a post-secondary diploma/degree in a related field
• A minimum of five years of related experience including supervisory experience is required.
• An equivalent combination of education and experience may be considered.
• SPS CLEARANCE All applicants must obtain and maintain the required police security clearance throughout their employment with SPS.

• The salary range is $45.31/hour to $51.37/hour (pay grade 29L ) based on 2024 rates.
