Job summary

Royal Canadian Mounted Police- Digital Program is seeking IT leaders to guide national IT initiatives, data and cybersecurity efforts, and enterprise project delivery. You will work with multidisciplinary teams to advance digital policing capabilities and modernize government services.

Ideal candidates have experience leading IT teams, managing resources, coordinating with stakeholders, and applying government IM/IT knowledge. On-site work and security clearances may be required.

Intent of the process
The RCMP is strengthening its federal policing capacity as part of the RCMP1000 initiative, a Government of Canada priority aimed at addressing evolving threats such as transnational and organized crime, financial crime, cybercrime, and national security investigations.
To support this work, the RCMP is staffing public service positions that play an important role in day-to-day operations and the delivery of key priorities.A pool of candidates may be established and may be used to staff similar positions within the RCMP on an indeterminate or specified period (including term, acting, or assignment) basis, with various linguistic profiles and various RCMP security clearances.Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Reliability and Security:
RCMP Enhanced Reliability Status with Secret.
RCMP Enhanced Reliability Status with Top Secret.
Indoctrination is required for specific areas (e.g. Classified Environment).In accordance with theTreasury Board Secretariat (TBS) Directive on Security Screening, effective January 6, 2025, Canadian citizenship is a requirement for a Top Secret clearance. Operational Requirements

Willingness and ability to support a 24/7 system, including participation in an on-call rotation.

Willingness and ability to work overtime, as required.

Willingness to work on site five days per week (e.g. Classified Environment).

EDUCATION:
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of education, training and/or experience.Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, anacceptablecombination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE:
Experience leading a team of IT specialists, providing day to day direction, coaching, and performance management

Experience managing workload distribution, resource planning, and staff development to meet service delivery targets

Experience coordinating with stakeholders, vendors, and internal teams to ensure timely delivery within scope and budget

Applied / assessed at a later date

KNOWLEDGE:
Knowledge of current government-wide initiatives that affect the management of Information Management and Information Technology (IM/IT)

Knowledge of methods and techniques of project management

ABILITIES:
Ability to effectively communicate in writing

Ability to effectively communicate orally

Ability to analyze problems and make recommendations

Ability to work with competing deadlines and adapt to shifting priorities.
