Job summary

Valero Energy Inc. in Montreal East is seeking a Supervisor, Supply & Administration to lead supplier contract negotiations and manage purchasing for the Canadian Logistics Terminals group.

You will review plans, supervise buyers and storekeepers, and ensure compliance with Valero standards. You will collaborate with legal and internal clients to implement profitable agreements, monitor major orders, and manage information systems such as SAP and ISNetworld.

Qualifications

  • Bachelor’s degree in administration or operations management, or related field with 5 years of relevant experience.
  • 7–10 years of experience in purchasing and contract management.
  • Experience in oil and gas industry is an asset.
  • Bilingual (French/English).
  • Strong analytical, communication and negotiation skills.

Responsibilities

  • Negotiate terms and conditions of supplier agreements, warranties and service levels.
  • Collaborate with legal and internal clients to implement profitable agreements.
  • Review plans and contracts to ensure equipment/services are ordered correctly.
  • Supervise buyers and storekeepers and maintain a safe work environment.
  • Monitor major orders, respond to urgent situations, manage risk of supply disruptions.
  • Ensure compliance with purchasing policies and identify improvement opportunities.
  • Manage contract and store information systems (SAP, safety tracking, ISNetworld).
  • Guide supplier evaluation and warranty follow-ups.
  • Communicate delivery schedules and progress to clients and suppliers.
  • Verify contractor validity and regulatory compliance (RBQ, insurance, capacity).
  • Draft purchase contract forms and define specifications.
  • Lead tender processes and coordinate with project leaders.

Role

The supervisor, Supply and Administration is responsible for implementing agreements and calls for tenders with in the Terminals and Pipeline group. The incumbent takes care of negotiations, defines and/or provides the framework for project contract terms and conditions according to set standards and needs. He is responsible for the review, drafting and negociation of supplier contracts related to construction, maintenance and operations. He ensures the optimization and reliability of the processes under his responsability while meeting the needs of internal clients. He also ensures compliance with Valero standards and processes, as well as applicable legal requirements.

More specifically, the incumbent will be call upon to:

  • Negotiate the agreements’ terms and conditions (acceptation, warranty, return policy, service level and associated penalties).
  • Collaborate with the legal Department and internal clients to implement agreements profitable to Valero
  • Review plans, specifications and contracts to make sure that the equipment, material and services are ordered or bought
  • Supervise the buyer and chief storekeeper as well as the storekeeper, and ensure a healthy and safe work environment
  • S ecure critical purchases, monitor major orders, respond to urgent situations and manage supply disruption risks
  • Ensure compliance with the policies and procedures regarding purchases and store, identify opportunities for improvement and synergies, make recommendations and apply the resulting actions with the stakeholders
  • Manage information systems related to contracts and store operations (SAP, safety tracking systems, ISNetworld);
  • Guide and participate in the supplier approbation and evaluation process and in the application of warranties
  • Update the schedules for deliveries and work progress/part procurement monitoring, and communicate with clients and suppliers to solve any problems that may be encountered
  • Control the validity of a contractor, making sure that said contractor meets all regulatory requirements (RBQ licence, insurance, capacities, etc.);
  • Draw up and complete purchase contract forms (and define specifications);
  • Guide the call for tenders and purchasing processes;
  • Collaborate with project leaders to make sure that objectives are reached;
  • Monitor and validate financial commitments and budgets for the Canadian Logistics Terminals group ;
  • Constantly follow-up on changes brought to internal rules (from Montreal or SA Corporate offices) and legal rules in order to analyse their impacts on supply activities, and adjust procedures accordingly
  • Ensure contract follow-ups and constantly look after the Company’s best interests.

  • Bachelor of administration or in operations management or any other appropriate field, or college diploma in a related field combined with 5 years of relevant experience
  • 7-10 years of experience in purchasing and contract management
  • Experience in the oil and gas industry, an important asset
