Job summary

The Town of Whitby seeks a capable Supervisor, Operations - Roads & Traffic to lead the Roads division, oversee traffic signs and pavement markings, and ensure safe, efficient municipal travel.

Reporting to the Senior Manager, Operations, you will manage staff, set maintenance standards, prepare budgets, respond to emergencies, and maintain compliance with OHSA and Highway Traffic Act. This hybrid role offers a comprehensive benefits package and opportunities to serve the community.

Qualifications

  • Post-secondary diploma in Civil Engineering or related discipline.
  • Minimum five years progressive supervisory experience in a large work group.
  • C.E.T. designation from OACETT preferred.
  • Excellent communication skills to liaise with staff, consultants and public.
  • Ability to work under pressure to meet deadlines and manage workloads.
  • Demonstrated ability to implement organizational change and budget management.

Responsibilities

  • Oversee daily operations of the Roads division (urban and rural roads, traffic signs, pavement markings, stormwater).
  • Provide leadership, guidance, and accountability to staff.
  • Establish maintenance standards and work plans for staff and contractors.
  • Monitor performance, safety, and field practices; ensure service expectations.
  • Prepare operating and capital budgets; generate reports and contracts; respond to inquiries and emergencies.

Reporting to the Senior Manager, Operations - Roads & Traffic, or designate, the Supervisor, Operations - Roads & Traffic is responsible for overseeing the daily operation and supervision of the Roads divisions; urban and rural roads, traffic signs and pavement markings and storm water management; including:

  • supervising and directing staff;
  • providing strong leadership, advice and guidance to staff;
  • actively reviewing and establishing maintenance standards and work plans for both staff and contractors;
  • maintaining a visible and active presence in the field to observe work practices, reinforce safety and service expectations, coach employees, and ensure consistent accountability for operational results;
  • providing dedicated oversight by establishing clear expectations, monitoring performance and productivity, addressing issues promptly, and leading continuous operational improvements.
  • assisting the Manager with the preparation and monitoring of the operating and capital budgets;
  • preparation of reports and correspondence in response to operational issues;
  • preparation and administration of work contracts, purchase orders, quotations and tenders;
  • responding to and resolving public inquiries and complaints;
  • responding to after-hours emergencies and storm events;
  • ensuring that federal, provincial and municipal legislative requirements are adhered to including the Occupational Health & Safety Act, the Highway Traffic Act, etc.; and,
  • other related duties as required.

What You Bring To Our Team

As the successful applicant, you will possess:

  • A post-secondary diploma in Civil Engineering or related discipline;
  • A minimum of five (5) years progressive experience in supervisory role; including utilization of strong management and/or decision making skills, while successfully leading a large work group(s), or equivalent combination of education and experience;
  • A C.E.T. designation in good standing from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) is preferred;
  • Excellent communication skills in order to establish and maintain effective working relationships with staff, consultants and the general public;
  • The ability to work well under pressure to meet deadlines, including organizing and prioritizing workloads;
  • A demonstrated ability to effectively implement and/or support organizational change initiatives;
  • A demonstrated ability to collaborate and/or support organizational practices such as human resource services;
  • Considerable fiscal and budget management skills;
  • Intermediate level knowledge of Microsoft Office Suite (Outlook, Word, Excel);
  • strong technical, analytical and reasoning skills to ensure accuracy and efficiency within the operations;
  • Aa thorough understanding of municipal government, related legislation and industry best practices;
  • A valid driver’s license (Class “G”) maintained in good standing.

Salary Range/Hourly rate:

$127,432.00 - $144,809.00

Hybrid information:
Hours:

Monday to Friday – 7:30 a.m. to 4:00 p.m. (forty hours per week). Flex and additional hours may be required in order to respond to emergency situations and/or assist with winter control operations.
