Job summary

The Corporation of the Town of Whitby is seeking a Working Foreperson (Roads & Stormwater Management) to lead road and stormwater operations in Whitby. Reporting to the Supervisor of Operations, you will oversee winter and daily maintenance, supervise frontline staff, plan work, and ensure safety and quality standards.

Requires a 2-year post-secondary diploma in Civil or Traffic, plus 3+ years in roads/traffic, and a DZ licence.

Qualifications

  • Minimum two-year post-secondary diploma in Civil or Traffic.
  • Minimum three years of related roads/traffic experience.
  • Knowledge of methods, materials, tools and equipment used in roads/traffic.
  • Current Certification in First Aid & CPR 'C' and AED is required.
  • DZ driver’s licence and ability to operate heavy vehicles.

Responsibilities

  • Oversee maintenance of storm water facilities, roads, ditches, sidewalks, bridges and methane monitoring.
  • Lead winter maintenance and supervise frontline staff with training and performance monitoring.
  • Schedule, plan and inspect work; monitor programs and material requirements.
  • Prepare reports, manage inventory and ensure safety as per SOPs.
  • Participate in after-hours on-call rotation and handle emerging issues.

Reporting to, and under the direction of, the Supervisor of Operations (Roads/Traffic) the Working Foreperson (Roads & Stormwater Management) will be responsible for: the duties involved in the maintenance of all storm water facilities, roads and ditches, sidewalks, bridges, and methane monitoring; the duties involved in the winter maintenance of town roadways and sidewalks provide guidance and direction to front line staff, including training and performance monitoring; scheduling and planning work; inspection and monitoring of all applicable roads/traffic programs and material requirements; inspection and monitoring of all aspects of storm water and road maintenance operations; preparation and completion of all required reports and paperwork; inventory control; inspects the quality of work and ensures all staff are operating safely as per established Standard Operating Procedures and Work Instructions; provides feedback to staff on job performance; supports Supervisor in resolving any staff performance issues; and other duties as may be assigned. customer service; The incumbent will be directly involved in winter snow and ice control operations and participate in the Working Foreperson After Hours On-Call rotation.

The Working Foreperson will actively monitor work activities and changing operational conditions; identify and respond to safety concerns, service disruptions, resource requirements and emerging issues; and promptly document, communicate and elevate significant, recurring or unresolved operational concerns, including observed job-performance issues, to the Supervisor of Operations for timely follow-up.

What You Bring To Our Team

As the successful applicant, you will possess: A minimum two (2) year post secondary diploma in a Civil or Traffic program, or related discipline. a minimum of three (3) years of directly related experience in roads/traffic division including considerable knowledge of the methods, materials, tools and equipment used in these operations; possess a demonstrated working knowledge of computer programs, including a working knowledge of MS Office Suite (Word, Excel, Outlook); Current Certification in Standard First Aid & CPR 'C' and AED. Traffic signs and line marking training, winter snow and ice control; Storm Water Management training; Mahoney Road School or equivalent; Designation as a Construction Road Supervisor or Road Construction Inspector, or a willingness to obtain. strong administrative, numerical and research skills to complete paperwork and computer work, estimates and ensure quality standards; strong technical, analytical, and problem-solving skills to effectively resolve issues; the ability to effectively organize and prioritize projects and work assignments; be able to exercise discretion, judgement and diplomacy; the ability to schedule staff, distributing workload fairly and equitably; excellent time management skills; the ability to train new staff and monitor performance; the ability and willingness to respond outside of regular working hours on an "on-call" rotation; and, A valid Class "DZ" Driver's Licence with ability to qualify for the Town's safe driver program criteria with demonstrated experience operating vehicles over 11,000 kg., G.V.W.; participation of after-hours "on-call" rotation.

  • Hybrid information: Mobile Frontline Hours: Flex hours, including days, afternoons and nights.
  • Forty (40) hours per week.
  • Shifts may be scheduled between the hours of 12:00 a.m. and 11:59 p.m., Sunday to Saturday.
  • Flexible hours maybe required during winter control and/or emergency situations.
