Job summary

Infrastructure Ontario is seeking a high-performing Commercial Projects Manager to join the Energy Infrastructure and Project Innovation (EIPI) team within the Capital Delivery division.

The role focuses on leading complex infrastructure initiatives, developing business cases, procurement strategies, and contractual solutions to advance public sector objectives and deliver value for Ontarians.

Qualifications

• Knowledge of business case development, financial analysis, and investment option assessment.
• Experience managing infrastructure projects, commercial transactions, or complex programs.
• Ability to develop business cases, interpret financial models, and assess options.

Responsibilities

• Lead development and execution of project strategies aligned with client mandates, government priorities, and organizational objectives.
• Develop and manage project plans, coordinate multidisciplinary teams and external advisors, oversee contract delivery, and drive workstreams to milestones.
• Conduct complex analyses and present strategic recommendations to leadership and client ministries.
• Assess market conditions, industry trends, jurisdictional practices, and risk to inform business cases and investment decisions.
• Develop and execute market engagement, procurement, and transaction strategies by assessing opportunities and market dynamics.
• Provide strategic and commercial advice by evaluating feasibility, risks, benefits, and value-for-money.
• Lead or support negotiations with public and private sector stakeholders and coordinate contract execution.
• Collaborate with internal teams, ministries, advisors, and private sector partners to advance priorities.
• Navigate governance, approvals, and decision-making across multiple levels of government.
