Infrastructure Ontario is seeking a high-performing Commercial Projects Manager to join the Energy Infrastructure and Project Innovation (EIPI) team within the Capital Delivery division.

In this role, you will lead and coordinate the delivery of complex infrastructure initiatives that support precedent setting government priorities across Ontario. Working at the intersection of strategy, finance, commercial management, and project delivery, you will develop business cases, procurement and market strategies, commercial structures, and contractual solutions that advance public sector objectives and deliver lasting value for Ontarians.

The successful candidate will combine strategic thinking, commercial acumen, and innovative problem-solving to address complex public policy and infrastructure challenges. Leveraging experience gained in the public and/or private sectors, you will apply data-driven analysis, sound judgment, and stakeholder collaboration to develop practical solutions and drive successful project outcomes. Motivated by public impact, you will help shape and deliver transformative infrastructure investments that strengthen communities and support Ontario's long‑term growth.

What You Will Do:

• Lead the development and execution of project strategies that align with client mandates, government priorities, and organizational objectives.
• Develop and manage project plans, coordinate multidisciplinary teams and external advisors, oversee contract delivery, and drive project workstreams to achieve critical milestones and successful outcomes.
• Conduct complex analyses and present strategic recommendations, key findings, and decision-ready materials to project teams, senior leadership, and client ministries.
• Undertake comprehensive assessments of market conditions, industry trends, jurisdictional practices, operational considerations, economic impacts, and risk factors to inform business cases, investment decisions, and commercial strategies.
• Develop and execute market engagement, procurement, and transaction strategies by assessing commercial opportunities, financial implications, and market dynamics.
• Provide strategic and commercial advice by evaluating the feasibility, risks, benefits, and value-for-money implications of proposed initiatives and solutions.
• Lead or support negotiations with public and private sector stakeholders and coordinate contract execution activities to achieve optimal outcomes and ensure alignment with approved project objectives.
• Collaborate with internal teams, government ministries, external advisors, and private sector partners to advance project priorities and deliver successful project outcomes.
• Manage complex stakeholder relationships, balance competing interests, and navigate governance, approval, and decision-making processes across multiple levels of government and organizations.

Who You Are:

We're seeking a professional who brings a combination of commercial acumen, project delivery expertise, and strategic thinking.

You have:

• Demonstrated knowledge and expertise acquired through education and professional experience in areas such as business, finance, economics, commerce, public administration, engineering, infrastructure development, project delivery, commercial management, or related disciplines.
• Experience in managing projects, commercial transactions, infrastructure initiatives, investments, or similar complex programs.
• Proven ability to develop business cases, analyze complex information, interpret financial models, and assess strategic, commercial, and investment options.
• Strong understanding of commercial and transaction structuring, procurement strategies, contract administration, and market engagement processes.
• Experience identifying, assessing, and mitigating risks while effectively managing multiple priorities and competing deadlines in a dynamic environment.
• Excellent communication, presentation, and interpersonal skills, with a demonstrated ability to influence stakeholders, facilitate decision-making, negotiate agreements, and present recommendations to senior leadership.
• Strong critical thinking, analytical, and problem-solving abilities, including the capacity to synthesize information, develop sound conclusions, and defend recommendations under pressure.
• Self-motivated and results-oriented, with a strong work ethic, sound judgment, and exceptional attention to detail.
• Demonstrated ability to navigate ambiguity, exercise initiative, and advance complex workstreams with incomplete or evolving information.
• Experience working with governments, public sector organizations, infrastructure sponsors, advisors, investors, or private sector stakeholders is considered an asset.
• Professional experience in financial modelling, investment analysis, project finance, infrastructure delivery, commercial transactions, consulting, or related fields is considered an asset.
• Professional designations or advanced credentials such as CFA, MBA, P.Eng., PMP, or equivalent are considered assets.

We offer a competitive salary range of$115,100 to$148,000 (P5 level), pay will align with skills, knowledge and experience of the candidate.
