Job summary

The Town of Mount Royal seeks a Director of Urban Planning and Development to lead urban planning, land use and regulatory enforcement. You will be responsible for setting priorities, guiding major development projects, and ensuring consistent application of laws and policies.

You will oversee permits, inspections, budgeting and staff development in a unionized environment, while advising elected officials and collaborating with partners.

Qualifications

• Bachelor's degree in a relevant field or equivalent education.
• 15+ years of relevant experience.
• Membership in good standing with the Ordre des urbanistes du Québec.
• Excellent knowledge of Québec’s municipal sector and regulatory framework.
• Experience managing teams, budgets and projects, particularly in a unionized environment.
• Proficiency in spoken and written French and English.

Responsibilities

• Set department direction, priorities and action plans.
• Lead urban planning and regulatory tool development and implementation.
• Oversee major urban development and land use planning projects.
• Ensure consistent application of laws, policies and procedures.
• Oversee permits, inspections and regulatory compliance.
• Advise senior leadership on issues, risks and priorities.
• Prepare analyses and recommendations for decision-making bodies.
• Manage department budget and resources.
• Supervise staff in a unionized environment.
• Collaborate with other departments and external partners.
• Support public communications on planning matters.
