Job summary

The City of Kawartha Lakes is seeking a strategic leader to join Community Services as Manager, Capital Planning and Delivery. Based in Lindsay, you will lead planning and delivery of capital infrastructure including civic facilities, parks and recreation spaces, turning plans into results.

Qualifications

• Post-secondary degree in Engineering, Architecture, Construction Management, Building Sciences, Facilities Management or related field.
• Minimum of seven (7) years of progressive experience in capital planning, infrastructure delivery, facilities management or related field, municipal preferred.
• Experience leading complex capital projects across planning, procurement, construction and delivery.
• Strong knowledge of asset management, lifecycle planning and long-term investment strategies.
• Understanding of sustainability, energy management and climate resilience influences planning.
• Demonstrated leadership with teams, performance management and development.
• Strong financial management, budgeting and resource allocation.
• Ability to build relationships with internal/external partners and Indigenous communities.

Responsibilities

• Lead capital planning and investment priorities across civic facilities, parks and infrastructure.
• Provide lifecycle oversight from planning through construction and completion.
• Develop long-term investment strategies balancing needs, funding, and sustainability.
• Champion energy efficiency and climate resilience in projects.
• Lead Supervisors and project teams, fostering accountability and collaboration.
• Build partnerships with departments, consultants, funders and communities.
• Advise senior leadership and Council on capital investments and risks.
• Manage resources including budgeting, procurement and contracts.
