Position Summary

This position leads a team of Safety and Health Consultants assigned to a specific geographic region within the State of Florida. Safety and Health Consultants play a critical role in assisting small employers by promoting safe and healthy workplace practices. Under the general direction of the Program Director, the incumbent is responsible for planning and organizing work assignments for both themselves and their team to ensure that program goals and objectives are achieved. This role requires a high level of technical expertise in occupational safety and health to provide expert consultation and compliance assessments aimed at identifying and correcting workplace hazards in accordance with Federal OSHA regulations. The consultant must exercise discretion and independent judgment when working with small businesses to develop customized, practical solutions that improve or establish effective safety and health programs—ultimately reducing workplace injuries, illnesses, and fatalities. Success in this position also depends on the ability to effectively develop and deliver both formal and informal safety and health training and educational outreach to a wide range of audiences, including employers, employees, internal staff, the public, industry alliances, and other stakeholders across the state.

Responsibilities

• Schedules, prepares, travels, and provides on-site consultation services and/or inspections of small businesses with regard to safety and health regulations.
• Interviews employees and management to formulate and appraise workplace safety and health management systems. Provides formal and informal instructions to reduce injury/illness rates, workers’ compensation premiums and the recurrence of near miss incidents and accidents.
• Coaches and instructs employers in accident analyses to determine injury/illness trends; advocates, assists and guides employers to be self reliant and self sufficient in all aspects relating to occupational safety and health.
• Conducts full-shift employee monitoring and collects samples to determine the workplace exposures of employees to toxic chemical and physical agents.
• Interprets/analyzes technical data and calculations obtained from conducting site visits.
• Guides employers in developing and implementing a facility-specific safety and health management system; assists in development of an “action plan” to correct hazards identified in the workplace.
• Prepares formal reports; ensures accurate and timely data entry and documentation of reports in accordance with occupational safety and health regulations and federal guidelines.
• Works with line supervisors to incorporate safety procedures into their electrical, mechanical and facilities management plans, procedures.
• Develops techniques for safety directors to better train their employees and managers at the facilities.
• Develops and implements statewide training and education programs for small businesses throughout the State of Florida.
• Creates training materials, and makes both formal and informal presentations to employers as well as students attending classes sponsored by USF Training Institute Education Center.
• Researches web to provide most current safety and health technology; explores and investigates economically feasible engineering and administrative industrial hygiene, safety controls, and personal protective equipment for employer implementation.
• Participates on various safety and health local and state committees, and safety and health fair planning committees.
• Completes administrative functions related to the functions of the position.
• Provides technical expertise to assess the effectiveness of employers’ safety and health management system and determine regulatory compliance.
• Resolves complex health and safety challenges through collaboration with employers and employees in providing best-in-class risk reduction recommendations. Responsible for the day-to-day field activity of reports and case files to ensure all operational procedures are followed and in compliance with, OSHA’s Consultation Policy and Procedure Manual (CPPM).
• Ensures the maximum exposure of the consultation services through participation in seminars, workshops and conferences highlighting the business value of health and safety and presents training materials both formally and informally to employers as well as students attending classes sponsored by the USF OSHA Training Institute Education Center.
• Performs other duties as assigned.

Qualifications

Minimum Qualifications: This position requires a Bachelor’s degree in a Physical science, Engineering or related field, with 4+ years experience in a safety and health consultation or inspection-related position. Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree.

Preferred Qualifications: A master’s degree in industrial Hygiene and certification as a Certified Industrial Hygienist (CIH) are Preferred.

Special Working Conditions

This position frequently requires climbing, lifting moderately heavy items, such as storage containers. On an inspection, incumbent is required to wear a hard hat, gloves, safety glasses, hearing protection, hard toe shoes. Uses measuring instruments to determine air quality and noise levels, and equipment to evaluate electrical, trenching, and machine-guarding hazards.

FLSB1310 Equivalency

4 years of directly relevant experience may be substituted for bachelor's degree. 6 years of directly relevant experience may be substituted for master's degree.
