About The Role

We are seeking a highly experienced Senior Business Analyst Business Services to support various stages of project planning and implementation as defined by the Project Approval Directive. The successful candidate will be responsible for providing expert-level business analysis throughout the Definition and Implementation Phases of large-scale IT and business transformation projects.

Key Responsibilities

Definition Phase Responsibilities:

• Provide expert business analysis input to the development of project approval documentation in accordance with the Project Approval Directive.
• Contribute to the creation of Architecture and Design documentation in collaboration with technical and solution teams.
• Lead the development of a capability analysis to identify and document gaps between current and desired capabilities.
• Participate in drafting project security documentation, including the Security Classification Guide and Statement of Sensitivity.
• Provide input to update and maintain the Requirements Matrix to ensure traceability and completeness.
• Contribute business analysis insight to the creation of the Project Charter.
• Draft comprehensive Risk and Complexity Assessments.
• Evaluate and recommend project implementation options based on business and technical considerations.
• Draft key foundational documents including:
• Statement of Operational Requirement (SOR)
• Business Transformation Plan
• Cost Validation Document
  

Implementation Phase Responsibilities

• Provide business analysis support and guidance for project approval documentation specific to the Implementation Phase.
• Offer input for the development and ongoing maintenance of the Project Management Plan.
• Draft the Implementation Phase Study, detailing operational impacts, rollout strategy, and stakeholder engagement requirements.
  
  

Required Skills & Qualifications

• 10+ years of experience in business analysis roles within large-scale enterprise or public sector projects.
• Demonstrated experience with complex project approval processes, business documentation, and strategic analysis.
• Strong understanding of capability-based planning, security classification, and requirements management.
• Experience working within project lifecycle frameworks such as the Project Approval Directive (federal or large organizational equivalent).
• Proven ability to lead or contribute to the development of strategic project artifacts.
• Strong communication and facilitation skills, with the ability to collaborate across business and technical teams.
  
  

Nice-to-Have Qualifications

• Experience with government procurement frameworks such as TBIPS, SBIPS, or similar.
• Knowledge of change management and business transformation best practices.
• Familiarity with tools such as JIRA, Confluence, MS Project, or enterprise architecture tools.
