Job Description

Position Purpose summary:

The Program Coordinator provides ongoing monitoring and support for the various client-focused programs offered by Greenfield Railton House in accordance with the Mission, Vision and Values of Greenfield Housethe Halifax Centre of Hope and The Salvation Army.

The Program Coordinator directly oversees the general operation of Greenfield’s Railton’s Residential Program as determined by approved policies and procedures, accreditation standards of The Salvation Army, and Statement of Work requirements of Correctional Services Canada (CSC).

Accountabilities

Program Coordination:

  • The ability to understand the dynamics of offender behavior and assess their needs and risks.
  • The skills to counsel offenders, form effective relationships and gain trust.
  • The skills to understand the use of authority and to intervene effectively in crisis situations.
  • The ability to assist offenders in identifying and solving the practical problems involved in their successful reintegration into the community.
  • The ability to assist offenders in identifying and obtaining the community services required for their successful reintegration.
  • Skills in communicating effectively, both orally and in writing; and
  • The ability to demonstrate cultural competence and respect for diversity.

Administration And Finance

  • Maintain accurate records of applicant information on The Salvation Army’s computer system while maintaining confidentiality and providing statistical reports.
  • Maintain accurate written records, logs of activities, including activity reports and statistical information.
  • May prepare and submit grant/funding applications; complete timely, accurate reports as required.
  • Perform other position related duties as required.

The incumbent is responsible for the following range of job duties characteristic or typical of the job class:

Organizational Responsibilities

  • Provides ongoing monitoring and developmental support for the various client-focused programs of Greenfield Railton House, including Positive Lifestyles, Community Readiness, Breaking Free Connection Ministry, and Client After-Care.
  • Serves as a member of the Greenfield House Leadership Team: attends Team meetings; provides input and recommendations on key issues within scope of responsibility; and works collaboratively with the Executive Director, Business Manager, Case Management Supervisor and Chaplain to achieve goals and objectives of the strategic plan.Gives leadership to the Railton House leadership team.
  • Directly oversees the Greenfield Railton House Residential Program, including coordination of property and building maintenance, improvements, and renovations within budget guidelines and according to Salvation Army and government policy.
  • Accomplishes Residential Program objectives by recruiting, training, and supervising front-line residential support and kitchen staff, including ongoing coaching and annual performance evaluations.
  • Works closely with the Residential Support Shift SupervisorHalifax Centre of Hope business department and TSA HR services to establish and monitor productivity standards for staff under supervision, maintain reference manuals, resolve operational problems, and implement new procedures as appropriate.
  • Works with the Executive Director to ensure that all programs meet contractual, legal and internal accreditation requirements.
  • Serves as a member of the Greenfield House Case Management Team, providing back-up support on individual case management, as necessary.
  • Oversees the health and safety of the residential facility and serves as Chair of Greenfield’s Railton’s Health and Safety Committee
  • Develops and administers effective Fire Safety regulations and procedures, including a comprehensive disaster plan.
  • Demonstrates support of, and adherence to, the Mission / Values of The Salvation Army and Christian principles.
  • Builds a professional network and develops effective working relationships with mission and service partners.
  • Ensures that all matters related to public relations are handled according to the policies and procedures of The Salvation Army and CJS Greenfield Railton House.
  • Performs other duties as assigned.

Nature Of Position

  • Monitors and supports the delivery and ongoing development of Greenfield’s Railton House’s client programs.
  • Plans, directs, organizes, and controls the day-to-day operations of Greenfield Railton House as a residential facility.
  • In consultation with the Executive Director and COH Leadership Team, develops and implements policy and procedures in support of program delivery and residential operations.
  • Maximizes operating effectiveness and efficiency through the recruitment, training, coaching, motivation, and retention of staff under direct supervision.
  • Controls expenses within scope of responsibility according to budgetary limits and provisions.
  • Encourages an atmosphere of trust and respect among clients and staff while providing program support and oversight.

Health And Safety Responsibilities

  • Maintains a working knowledge of current facility policies and procedures as stated in the Correctional & Justice Services Program Manual, as well as The Salvation Army “Communicable Disease Control” and “Emergency Services Disaster” Guidelines, and local “Fire & Safety” regulations.
  • Maintains a safe and healthy House environment for residents and staff by adherence to established procedures, legal requirements, enforcement of “House Rules” and the continual monitoring of Health & Safety practices in keeping with Greenfield House and Salvation Army policy

Individual Responsibilities

  • Must adhere to The Salvation Army Computer Access, Code of Conduct, Workplace Violence, Territorial Abuse, Whistleblower, and Respect in the Workplace Policies.
  • Maintains own personal development through attendance and participation in continuous education programs, conferences, in-services, workshops, etc.
  • Required to respond to expectations and needs of staff, clients, community stakeholders and service partners.
  • Deals with complaints and oversees/completes multiple task and projects.
  • Motivates staff to be adaptable to change.
  • Plans and develops strategies to meet case/risk management objectives.
  • Sets performance standards for supervised staff and follows up with coaching support to help achieve desired program and client outcomes.

MANAGERIAL Leadership RESPONSIBILITY

  • This position reports directly to the Corps Officer or designate.Halifax Centre of Hope Director of Program.
  • Initial and primary point-of-contact for program information and accountability.

Financial And Materials Management

  • Program financial accountability, record keeping, reports and statistics.
  • Program service delivery, customer service delivery accountability.
  • Responsibility for the wise use of resources.
  • May be authorized to spend, disburse, or collect small amounts of cash and implements the annual budget.

Working Conditions

  • Working environment is typically in the office and with clients
  • Travel is associated with this position

Education, Qualifications And Certifications

  • Post-secondary degree, certificate or diploma in Social Sciences or Administration
  • First Aid/CPR Certifications or willingness to obtain
  • Non-violent crisis intervention training or willingness to obtain
  • Alternative combinations of education and experience may be considered as it relates to customer service and program development.

Experience And Skilled Knowledge Requirements

  • Minimum of three (3) years of prior related experience, including, experience in a specialized social services program; or financial program inclusive of supervisory experience.
  • Supervisory/management skills and the ability to lead, coach and motivate.
  • Experience dealing with office equipment and tools.
  • Knowledge of community-based resources and experience networking with government and social service agencies as well as a proven track record of working with community-based organizations in front-line and senior leadership capacities, as well as prior case management experience, would be considered as assets.
  • Computer literate and knowledgeable, with a capacity to learn computer-based programs necessary for the position, experienced in MO Suite.
  • Knowledge of correctional and community-based resources, and the ability to network effectively within these sectors.

  • Develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities- as well as to support its values by example.
  • Screening through The Salvation Army Abuse Registry. Ability to pass “Reliability Status” level of clearance as per CSC directive.
  • Valid PE NS Class “G”5 Driver’s License, personal vehicle required and insurance, and current copy of driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • Ability to provide an original copy of a Background Check with vulnerable sector screening that is satisfactory to The Salvation Army, in its sole discretion, is required

Compensation

The target hiring range for this position is $47,057.64 to $58,822.05 with a maximum of $70,586.46.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
