The expected starting base salary for this position is $109,000 - $120,000 annually, depending on a variety of factors including qualifications and experience.

What you’ll be doing

Reporting to the Director of Project & Business Architecture, the Technical Project Manager (TPM) is responsible for the delivery of projects within the Core Regulatory Transformation (CRT) program which is a significant component of the larger multi-year organizational strategic initiative called Business Transformation. The PM will be planning, executing, and delivering projects consisting of a CRM solution and its integrated ecosystems. The PM will primarily focus on the documents and records management for the CRM solution. The TPM excels in project management skills and the ability to effectively communicate with both technical and non-technical groups.

Key Accountabilities

• Manage the project to support the CRM and SharePoint integration, ensure content repository solution architecture (SharePoint Online, custom CRM document management interface/roll-up, and others, e.g., Microsoft 365 Archive), content migration, and Purview Records management (RM) implementation are completed as per design and schedule.
• Collaborate closely with key partners and provide oversight of all Information System and Business Operation projects that are part of the D&RM for CRT Project. Lead and manage the full lifecycle of technical projects, from initiation to closure.
• Engage with business stakeholders including the business Product Owners, Process Owners, Information Architect/Functional Owner, Content Owners, SMEs, technical supporting teams and change management teams, ensure the inputs are gathered and analyzed thoroughly, and ensure that a rigorous method of measuring progress is in place for each project.
• Coordinate with the other Project Managers, develop project plan, manages timeline, scope, milestones, risk, issues, actions, decisions, resources, and budget on the day-to-day basis.
• Create and update PGP (Project Governance Process) documentation and together with Sponsor report on project to the PSG (Portfolio Steering Group).
• Collaborate with cross-functional teams to ensure successful project execution as well as with contractors to ensure vendors are held accountable per SOWS/Service Level Agreements.
• Create and manage an integrated plan that includes areas of scope outside of the Vendor’s responsibility.
• Identify and escalate new scope, risks and issues. Report project risks with Project Sponsor and Product Owners. Mitigate and resolve issues that may impact project delivery across various projects.
• Identify project dependencies across the CRM solution and integrated ecosystem to the CRT Program Manager and Sponsor.
• On the assigned projects, manage BCCNM internal project team members and enable close cooperation across all roles/functions.
• Partner with the Project Sponsor to determine, articulate, and secure needs for BCCNM resources, including staff, locations, technology needs, etc.
• Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC’s health care system.

Qualifications

• Bachelor’s degree in information systems, Computer Science, Business Administration, or related discipline, plus recent project management experience or the equivalent combination of experience and education.
• 7-10 years' experience as a Project Manager in system implementation, integration and transformation, content migration, software development or infrastructure projects.
• Demonstrated experience implementing CRM and enterprise content management systems including content migration. (Experience implementing Microsoft Dynamics and SharePoint Online is an asset.)
• Strong leadership, communication, and conflict resolution skills
• Extensive experience in stakeholder management procurement and vendor management negotiation, and problem-solving.
• Proven ability to influence and collaborate with stakeholders across projects and service lines, ensuring alignment with business objectives as well as project goals, timelines, and quality standards.
• Experience transforming from on premise to cloud-based environments is highly desirable.
• Good technical knowledge base in data related projects, software implementation and system integration methodologies.
• Strong foundation in project management principles including Agile and Waterfall methodologies.
• Certification in Project Management is required. (e.g. PMP or PRINCE2).
• Strong understanding of public sector/health care industry regulations and compliance requirements is an asset, with a proven track record of ensuring technical solutions align with these standards.
• Regulatory compliance experience with proven track record of successfully navigating complex regulatory environments, collaborating with legal teams, and ensuring that all functional and technical requirements meet regulatory compliance is an asset.
