Job Function
Reporting to the Senior Manager, Supply Chain, the Senior Procurement Specialist will provide both strategic and operational support across the supply chain function. This role will act as a key partner to the Senior Manager in shaping and executing procurement strategy, while also serving as a contract management resource and offering informal leadership to the Procurement team as directed. The role will review proponents, evaluate proposals for completeness and commercial appropriateness. Support Supply Chain effectiveness through reporting.
Plans, executes and co-ordinates technical and other procurement assignments to ensure that the company operational needs are met. Monitor market trends, review the adequacy of competitive sources, developing alternates where necessary, prepare RFx documents including the drafting of contracts, review bidders\' lists, evaluate proposals, negotiate contracts, ensure jurisdictional requirements are met. Support all aspects of purchasing function as a back up for the current procurement team.
Responsibilities and Accountabilities
- Using initiative makes independent studies, analysis, interpretations and conclusions on projects of significant scope
- Responsible for the preparation of plans, calculations, purchase orders, price comparisons, RFPs, awards for complex, unique and ambiguous situations
- Ability to negotiate complex terms and conditions
- Completes complex assignments and/or coordinates and manages projects of significant scope
- Accepts professional responsibility and liability and leads others in the understanding, support, promotion and contribution to the business unit\'s strategy, goals and objectives and contributes to its implementation; provides input to objective setting
- Takes initiative to develop rapport with business partners; begins to develop a network of internal and external contacts (e.g. peers, supervisors, managers, construction contractors, etc.) Becomes involved in professional/industry association activities
- Identifies team training needs/deficiencies, provides training and develops training materials as required
- Transfers knowledge through acting as a role model, coaching and mentoring
- Perform procurement for goods, services, and engineered equipment in line with cost, quality, and delivery requirements. Establish and maintain commodity contracts for a variety of commodities, equipment supplies and technical services.
- Keep apprised of market trends and identify risks related to the supply of critical parts, equipment, materials, and services. Assess market conditions and available supply base and recommend corrective action where sources are insufficient. Develop a procurement strategy considering the marketplace and the needs of the end-user(s).
- Support the purchasing function and other relevant departments and communicate any supply problems which may impact on business operations.
- Ensure compliance with provincial broader public sector directive requirements including compliance with Ontario’s trade agreements.
- Work closely with others to review opportunities for continuous improvement.
- Adhere to any health, safety and environmental policies and procedures to ensure the safety and wellbeing of self, staff, and visitors.
- Administer contracts to ensure contractual obligations are fulfilled and that claims are dispositioned in accordance with the terms of the contract.
- Assess/contribute to vendor(s) performance evaluations. Establish and maintain a supplier Score Card to ensure continuous performance improvement.
- Utilize spend analytics to identify and track cost saving opportunities. Prepare reports and updates when required.
- Carry out administrative tasks, special projects and studies as required.
- Travel to various fleet locations as required in support of major projects and outages.
- Act as an information resource to users, requisitioners and suppliers on the corporation\'s procurement processes and commercial considerations.
- Perform other duties as required.
Qualifications & Experience
- Relevant University or College diploma/certificate or equivalent in experience. (Procurement Education (CSCMP Equivalent or CIPS) or Contract Management and willingness to pursue Procurement Education and complete within first two years of hire.)
- Project Management Designation an asset
- Computer Skills: Fully Microsoft Suite, including intermediate to advanced Excel, and intermediate SharePoint knowledge
- Maximo or CMMS experiences an asset
- Experience with mid to senior level procurement (POs, PRs, RFQs) an asset
- Basic understanding of project management and business concepts an asset
- Basic understanding of document management as asset
- Willingness to learn new skills, concepts, and technologies

- Comfortable being a resource and onboarding new employees and managers with the Supply Chain processes as a back up to the Procurement Associate
- Ability to occasionally travel to various Atura facilities
