Job description

POSITION TYPE FULL-TIME, 35 HOURS/WEEKReporting to the Director, Career and Student Engagement, the Senior Manager, Industry Training and Continuing Education (ITCE) is responsible for the success of the strategic and day-to-day operational goals of the department. The Senior Manager, ITCE cultivates and maintains strategic industry and community partnerships and internal/external relationships for the delivery of industry training, market-driven training projects, micro certificates, certificates and Continuing Education programming. These entrepreneurial activities result in substantial revenue generation for the organization.The Senior Manager, ITCE leads departmental activities related to business development discovery and scoping (including training needs assessments), Continuing Education programming (including the use of Enterprise Resource Planning and Course Catalogue systems), curriculum development and accreditation processes (certificates, micro-certificates and courses), launch and delivery of training, validation and review of external training, and associated administrative, human resources and financial functions related to these activities. The Senior Manager, ITCE is responsible for the development and implementation of departmental-level policies, procedures and processes, and ensures quality programming that externally distinguishes MITT as an education and training provider of choice.This role requires a highly motivated team builder and player that has proven experience as a leader in the post-secondary and continuing education environments.Responsibilities include but are not limited to:Cultivate strategic industry and community partnerships and relationships for the delivery of industry training, micro-certificates, certificates and Continuing Education programming:

  • Establish and maintain professional contacts and ongoing relationships with business, industry and community organizations in Manitoba and nationally to cultivate business development relationships that lead to industry training program growth and vitality (including certificate/micro-certificate programs, customized training, continuing education courses/workshops, external program accreditation and market driven training projects).
  • Respond to requests for training proposals and/or negotiate and create training proposals and contracts for new/renewed industry training initiatives.
  • Lead provincial and national labour market research analysis to understand labour market trends, target markets, and business relationship opportunities to develop and plan continuing education programming and industry training initiatives.
  • Lead the analysis of internal academic program data to plan and deliver student remediation courses through Continuing Education.
  • Ensure that organizational strategic and academic goals are understood by departmental staff and that departmental-level strategic, academic and operational goals and objectives are met.
  • Collaborate with the Director on strategic relationship-building opportunities and confidential negotiations on contractual arrangements with individuals, government and non-governmental bodies.
  • Actively participate in various internal and external committees that contribute towards shaping departmental and institutional goals and strategies.
Lead and manage programs and human/financial resources to achieve the strategic goals and objectives of the department and organization:
  • Manage and participate in the recruitment and selection processes for new departmental coordinators, administrative and academic support staff, and term contract instructors and consultants.
  • Lead the onboarding and scheduling of administrative staff and instructors, and approve/submit appropriate contract forms and employee change forms to HR/Finance as necessary.
  • Set the scope, and clarify and reinforce the expectations and duties of administrative staff and instructors within their roles.
  • Coach and department staff and instructors on MITT policies, standards and procedures, instructional best practices, classroom management and administration, and educational tools and technology resources.
  • Implement existing performance management processes and identify continuous improvement indicators and staff development opportunities for departmental staff.
  • Address employees’ performance concerns in collaboration with the Director and HR, and follow appropriate progressive discipline processes as necessary.
  • Oversee the tracking of instructional staff and consulting contracts such as term ends, term renewals, contract invoicing and exit processes.
  • Create, review and approve departmental budgets and expenditures, and identify and implement operational efficiencies within the department.
  • Oversee the financial management of activities within the department, authorizing requests within the purchasing and approval maximums set by the organization.
  • Ensure procedural fairness and consistency with regard to the interpretation of MITT policies and procedures.
  • Lead the development, review and maintenance of departmental standard operating procedures and processes to support operational imperatives.
Lead and manage program delivery and quality assurance/improvement for various departmental portfolios:
  • Lead the review of new and existing curriculum and classroom materials with the curriculum development coordinator and instructors on a regular basis, ensuring the materials, activities and course assignments and assessments are representative of the program/course level, and outcomes are relevant and respondent to the needs of industry.
  • Lead departmental program review activities (certificate and micro-certificates) including labour market research and needs assessments, competitor analysis and market forecasting to ensure programs align with employer needs and job market requirements.
  • Monitor the delivery of departmental programming and provide recommendations to improve academic interventions and program delivery strategies to promote student success.
  • Manage higher-level student academic issues and appeals, making decisions regarding course of action and escalation consistent with MITT policies and procedures.
  • Ensure the timely distribution and completion of program and course surveys to inform curriculum review and improvement processes.
  • Collaborate with facilities and academic program managers to ensure the timely scheduling of classroom and lab/shop space to support Continuing Education classes and on-site industry training programming.
  • Identify administrative process efficiencies in the delivery of academic programming and work with instructors, staff and other departments to implement the change management process.
  • Oversee the financial, administrative and program reporting requirements for the department.
Required Qualifications and Experience: A combination of related education and experience may be considered.
  • Undergraduate degree from an accredited university in a relevant field of study (example: Bachelor’s degree in Education, Business or Social/Human Services).
  • 6+ years of successful leadership in the delivery or administration of post-secondary programs.
  • 7+ years experience in the management, development, and mentorship of individuals.
  • 6+ years experience in the delivery and administration of continuing education operations, including leading teams in the use of Enterprise Resource Planning (ERP) and Course Catalogue systems.
  • Experience in the development and delivery of industry training/partnership programming.
  • High-level knowledge of current trends and practices within the areas of continuing education and industry training.
  • Experience in prudent fiscal accountability and budget administration.
Preferred Qualifications and Experience:
  • A Master’s degree in a relevant field of study (example: Adult Education, Business or Social/Human Services) is an asset.
  • Experience conducting industry training needs assessments is an asset.
  • Experience working with Indigenous and rural community partners is an asset.
  • Experience in curriculum review and development of post-secondary programming is an asset.
  • Experience in project management is an asset.
