Job summary

City of Coquitlam is seeking a Senior ICT Project Manager to lead enterprise-wide technology modernization from strategy to service delivery at City Hall. The ideal candidate will champion governance, budgets, risk, and stakeholder engagement across departments.

Required a PMP credential with 5–7 years of project management experience, including Agile delivery, in a large municipal or public-sector environment. Regular full-time position based at City Hall.

Qualifications

• Bachelor’s degree in Business Administration, Computer Science, Information Technology, or related discipline.
• Project Management Professional (PMP) certification.
• 5–7 years of progressive project management experience delivering large IT/enterprise tech or digital transformation initiatives.
• 2–3 years delivering projects using Agile project management methodologies.
• Experience leading enterprise-wide projects with multiple stakeholder groups and departments.

Responsibilities

• Lead enterprise-wide technology modernization and digital transformation initiatives from strategy through delivery.
• Develop and manage project plans, budgets, schedules, governance, risk, and communications.
• Collaborate with departments to identify business needs and align initiatives with city priorities.
• Direct cross-functional teams including staff, consultants, vendors, and partners.
• Manage organizational change activities and adoption of new tech and processes.
• Present updates, risks, timelines, and metrics to executives and steering committees.
• Develop business cases, charters, procurement docs, and RFPs to support delivery.
• Establish and improve PM methodologies, governance, tools, and continuous improvement.
• Monitor project financial performance and stewardship of public funds.
