City of Coquitlam is seeking a Senior ICT Project Manager to lead enterprise-wide technology modernization from strategy to service delivery at City Hall. The ideal candidate will champion governance, budgets, risk, and stakeholder engagement across departments.

Qualifications

  • 5–7 years of progressive project management experience delivering large IT/enterprise tech or digital transformation initiatives.
  • 2–3 years delivering projects using Agile project management methodologies.
  • Experience leading enterprise-wide projects with multiple stakeholder groups and departments.

Responsibilities

  • Lead enterprise-wide technology modernization and digital transformation initiatives from strategy through delivery.

  • Direct cross-functional teams including staff, consultants, vendors, and partners.

The role is offered on a regular full-time basis.

  • The candidate will be responsible for leading enterprise-wide, high-impact technology modernization and digital transformation projects from strategy and planning through implementation and service delivery.
  • The candidate will be responsible for developing and managing project plans, budgets, schedules, governance frameworks, risk management strategies, and communication plans to ensure successful project outcomes.
  • The candidate will be responsible for working with departments across the organization to identify business needs, define project objectives, and align initiatives with Council priorities, business plans, and ICT strategic objectives.
  • The candidate will be responsible for leading cross-functional project teams comprised of internal staff, business stakeholders, consultants, vendors, and implementation partners.
  • The candidate will be responsible for managing organizational change activities and supporting departments through the adoption of new technologies, processes, and ways of working.
  • The candidate will be responsible for presenting project updates, recommendations, risks, timelines, and performance metrics to executive sponsors, steering committees, and senior leadership.
  • The candidate will be responsible for developing business cases, project charters, procurement documentation, and Requests for Proposals (RFPs) to support project delivery and strategic decision-making.
  • The candidate will be responsible for establishing and enhancing project management methodologies, governance practices, tools, and frameworks that support continuous improvement across the organization.
  • The candidate will be responsible for monitoring project financial performance and ensuring responsible stewardship of public funds through effective budget management and resource planning.
  • The candidate will be responsible for building and maintaining strong relationships with internal and external stakeholders while facilitating collaboration across multiple departments and project teams.
  • The candidate will be responsible for identifying, assessing, and proactively managing project risks, issues, dependencies, and opportunities throughout the project lifecycle.
  • The candidate will be responsible for providing guidance and mentorship to project team members while promoting project management best practices and a culture of continuous improvement.
Job Requirements
  • The candidate must hold a Bachelor’s degree in Business Administration, Computer Science, Information Technology, or a related discipline.
  • The candidate must hold a Project Management Professional (PMP) certification.
  • The candidate must have a minimum of five to seven years of progressive project management experience, including delivery of large, complex IT, enterprise technology, or digital transformation initiatives.
  • The candidate must have two to three years of experience delivering projects using Agile project management methodologies.
  • The candidate must demonstrate experience leading enterprise-wide projects involving multiple stakeholder groups, departments, and business functions.
  • The candidate must have experience managing project budgets, vendors, procurement processes, and external implementation partners.
  • The candidate must possess strong written, verbal, facilitation, and presentation skills, with the ability to communicate effectively with both technical and non-technical audiences.
  • The candidate must have experience leading organizational change initiatives and supporting successful business transformation outcomes.
  • Candidates with experience delivering large-scale digital transformation, modernization, or enterprise technology initiatives within a large municipality will be given preference.
  • The candidate should have experience working within a large municipal organization or other comparable public sector environments, including Crown corporations, health authorities, post-secondary institutions, or government agencies, as this is preferred.
  • Candidates with Prosci, Certified Scrum Master (CSM), Product Owner, Lean Six Sigma, Organizational Change Management (OCM), or similar certifications will be given preference.
  • The candidate should have experience implementing Agile delivery practices and supporting Agile adoption across teams and departments, as this is preferred.
  • Candidates with experience developing governance frameworks, methodologies, standards, and continuous improvement initiatives will be given preference.
  • The candidate should have experience working with large, cross-functional project teams involving business analysts, change specialists, technical resources, and executive sponsors, as this is preferred.
  • The candidate should demonstrate strategic leadership by combining long-term planning with effective execution.
  • The candidate should demonstrate the ability to lead enterprise-wide initiatives and establish strong stakeholder relationships.
  • The candidate should effectively manage changing priorities while building collaboration across diverse teams.
  • The candidate must build consensus, manage change, and drive results within complex organizational environments.
  • The candidate must demonstrate strong judgement, emotional intelligence, and effective communication with technical and business audiences.
  • The candidate must proactively lead initiatives, resolve challenges, elevate issues when necessary, and engage stakeholders.
