Job summary

City of Coquitlam is seeking a highly organized Manager Business Services – Planning & Development to lead the department’s financial planning, reporting, and long-range forecasting. The role requires collaboration with Finance, cross-functional teams, and senior leadership to ensure financial accuracy and strategic alignment.

The ideal candidate demonstrates strong communication, data analysis, and governance expertise with a track record in complex budgets and public-sector environments.

Qualifications

  • Bachelor’s degree in Business, Finance, Accounting, Commerce, or related discipline.
  • Minimum of five (5) years in a strategic management or senior professional role.
  • Experience preparing and managing complex operating and capital budgets.
  • Proven ability to write public-facing and/or executive-level reports.
  • Solutions-oriented and innovative thinking to deliver public services.

Responsibilities

  • Manage the Department’s annual budget process, including coordination, analysis, and submission.
  • Prepare and oversee trimester financial reporting, including variance analysis and executive-level reporting.
  • Develop, manage, and refine comprehensive operating and capital revenue forecasts.
  • Design, maintain, and evolve long-term capital revenue forecasts for the City’s capital plan funding.
  • Collaborate with Finance to align with corporate strategies and standards.
  • Support reporting of department KPIs and data metrics.
  • Identify and mitigate financial, operational, and governance risks.
  • Prepare and maintain SOPs and business process documentation.
  • Supervise finance staff and support cross-functional initiatives.
  • Liaise with other City departments and support corporate priorities.
  • Assist Manager, Business and Innovation with strategic initiatives and reports.

City of Coquitlam is located at City Hall. The company is currently looking for applications for the role of Manager Business Services – Planning & Development. We are seeking a self-disciplined individual with exceptional interpersonal skills. The chosen applicant will be required to join and begin their duties as soon as possible. This is a temporary full-time exempt position for a period of 12 months.

  • The candidate will be responsible for managing the Department’s annual budget process, including coordination, analysis, and submission.
  • The candidate will be responsible for preparing and overseeing trimester financial reporting, including variance analysis and executive-level reporting.
  • The candidate will be responsible for developing, managing, and continuously refining comprehensive operating and capital revenue forecasts while recognizing the complexity and materiality of departmental revenues.
  • The candidate will be responsible for designing, maintaining, and evolving a multi-faceted long-term capital revenue forecast that informs the City’s long-term capital plan funding by leveraging data from the Official Community Plan (OCP).
  • The candidate must collaborate closely with Finance to ensure alignment with corporate financial strategies, accounting standards, and long-term financial planning.
  • The candidate will be responsible for supporting the reporting of department and divisional KPIs and other data metrics as needed.
  • The candidate will be responsible for identifying, assessing, and proactively managing financial, operational, and governance risks within the department by establishing mitigation strategies, strengthening internal controls, and ensuring alignment with corporate risk management frameworks.
  • The candidate will be responsible for providing support for internal governance documentation, including the preparation of standard operating procedures and business process documentation.
  • The candidate will be responsible for supervising finance staff while contributing to broader divisional initiatives.
  • The candidate will be responsible for acting as a key liaison with other City departments while supporting cross-functional initiatives, interdepartmental projects, and corporate priorities.
  • The candidate will be responsible for supporting the Manager, Business and Innovation with strategic initiatives, innovation projects, Council and corporate reports, and financial updates, including trimester reporting.
  • The candidate will be responsible for preparing and presenting clear, concise, and defensible reports for senior leadership, Council, and corporate stakeholders.
Job Requirements
  • The candidate must possess a Bachelor’s degree in Business, Finance, Accounting, Commerce, or a related discipline.
  • The candidate must have a minimum of five (5) years of experience in a strategic management or senior professional role.
  • The candidate must demonstrate experience preparing and managing complex operating and capital budgets.
  • The candidate must have proven experience writing public-facing and/or executive-level reports.
  • The candidate must demonstrate solutions-oriented and innovative thinking to develop new ways to deliver public services.
  • The candidate must have the ability to utilize data to draw logical and analytical conclusions.
  • The candidate must have a proven track record of promoting and maintaining a work environment that fosters and rewards teamwork, initiative, accountability, diversity, and innovation.
  • The candidate should possess a CPA designation, an MBA, or equivalent graduate-level education, as this is considered an asset.
  • The candidate should have experience preparing and managing complex revenue forecasts, including long-term financial models.
  • The candidate should have experience delivering public or professional presentations to senior leadership, Council, or executive audiences.
  • The candidate should have experience working in a public sector or municipal government environment.
  • The candidate must possess strong written and verbal communication skills.
  • The candidate must demonstrate excellent critical thinking skills.
  • The candidate must have experience in report writing, financial analysis, and data analysis.
  • The candidate must possess excellent interpersonal skills.
  • The candidate should have the ability to build and maintain effective working relationships.
  • The candidate must be highly organized and demonstrate a proven ability to manage multiple concurrent projects and demands, including identifying stakeholder interests, financial opportunities, organizational priorities, and other strategic tools and techniques.
  • The candidate must contribute to organizational success by supporting the City’s continuous improvement goals and business plan priorities through their work.
