About the job

You will play a key role in developing policies that strengthen municipal financial frameworks:

• Lead planning and development of policy options and strategies, drafting recommendations for senior management.
• Prepare and coordinate cabinet submissions, regulations, and legislative amendments for key acts (Municipal Act, City of Toronto Act, Development Charges Act).
• Conduct research and financial analysis, preparing briefing materials and policy papers.

Lead projects and guide teams to success.

• Demonstrated experience managing projects and coordinating the work of teams.
• Experience leading policy projects, conducting research, and preparing cabinet submissions.

Municipal Finance and Policy Expertise

• Knowledge of municipal finance issues and their policy implications.
• Knowledge of qualitative and quantitative methodologies and financial modelling.
• Experience with policy analysis, development, and approval processes.
• Ability to interpret and apply municipal finance legislation and regulations

Strategic Analysis and Policy Development

• Experience analyzing complex information and identifying solutions to policy issues.
• Experience planning and conducting financial research and analysis.
• Ability to develop policy options and formulate recommendations.

Communication and Stakeholder Engagement

• Experience preparing clear, accurate, and concise briefing notes, reports, and other written materials.
• Ability to present information and recommendations to senior officials.
• Experience building collaborative relationships and working with internal and external stakeholders to achieve shared objectives.
