Job description

The Director, Risk and Compliance provides strategic leadership for and is accountable for the organization’s Enterprise Risk Management (ERM) and Compliance Programs through the strategic development, implementation, governance and continuous advancement of enterprise-wide risk, operational risk management frameworks, compliance frameworks, governance processes and programs across the organization.

Reporting to the VP, Risk and Compliance, the Director provides organizational oversight and strategic direction to ensure compliance with legal, regulatory and contractual requirements, and a consistent, proactive, and integrated approach to identifying, assessing, investigating, mitigating, monitoring, and reporting risk across the organization, while providing strategic risk advice to senior leadership to support organizational decision-making and achievement of corporate objectives.

Primary Accountabilities:

  • Responsible for the strategic oversight, implementation, maintenance and continuous improvement of the organization's ERM framework and associated policies and procedures
  • Oversee the Enterprise Risk Registry, ensuring enterprise-level risks are properly identified, assessed, and monitored
  • Lead enterprise-wide risk assessments and provide strategic recommendations regarding organizational risk priorities and mitigation strategies.
  • Analyze data to identify systemic, interconnected, and emerging risks that may have enterprise-wide implications.
  • Oversee enterprise risk mitigation plans and report on risk trends, emerging risks and mitigation progress to senior leadership.
  • Establish and maintain enterprise risk processes and accountability frameworks across the organization.
  • Lead the Emergency Response and Preparedness Plan (ERPP), including business continuity planning and organization-wide exercises and activities.
  • Responsible for strategic direction, developing, implementing and evaluating the organization’s risk management program.
  • Lead the development, implementation, maintenance and evaluation of risk program policies and procedures.
  • Manage the Risk Manager and provide leadership, advice and guidance.
  • Oversee administration of risk system to ensure processes and procedures are followed
  • Oversee risk management program, ensuring risks are reviewed, prioritized, assigned, and investigated and escalated as appropriate.
  • Oversee and support complex risk investigations.
  • Analyze data to identify trends and mitigate safety and operational risks.
  • Responsible to ensure trends are monitored and utilized to identify and mitigate safety, and operational risks.
  • Develop, implement and evaluate key performance indicators/metrics for the risk management program.
  • Serve as the business lead for the risk management system.
  • Provide consultation during program development, organizational change initiatives, and strategic projects.

Identify opportunities to strengthen risk management processes, systems, and reporting mechanisms and enterprise risk oversight.

Compliance

  • Responsible for the strategic direction and design of the organization’s compliance program.
  • Oversee the development, implementation, maintenance and evaluation of compliance structures, policies and accountability frameworks to promote adherence to legislation, contractual obligations and organizational policies and procedures.
  • Provide leadership and direction to the Manager, Compliance.
  • Oversee the management of the organization’s policy and procedure system.
  • Establish key performance indicators to measure program effectiveness.
  • Oversee audits, monitoring activities, and reporting mechanisms.
  • Oversee and lead investigations, corrective actions and remediation efforts (where required).
  • Advise senior leadership on compliance risks, emerging regulatory trends, and organizational risk exposure.
  • Oversee ethics standards and program.

Education and Risk Culture

  • Promote risk awareness and risk-informed decision-making throughout the organization.
  • Design and develop education and training for leaders related to ERPP and enterprise risk.
  • Foster culture of transparency, accountability, continuous improvement with an emphasis on just culture and psychological safety.
  • Benchmark risk management practices against healthcare industry standards and leading practices.

Qualifications & Experience:

  • Master's degree in Health Administration, Business Administration, Risk Management, Healthcare Quality, or a related field required.
  • Canadian Risk Management (CRM) designation considered an asset.
  • Regulated healthcare professional in good standing with the applicable regulatory college preferred.
  • Minimum 10 years of progressive experience in healthcare enterprise risk management, including leadership of enterprise-wide risk programs, governance frameworks and organizational initiatives
  • Demonstrated experience developing, implementing, and evaluating enterprise risk management strategies, governance structures, and mitigation plans within complex healthcare environments.
  • Proven ability to lead organizational risk assessments, investigations, root cause analyses, and continuous improvement initiatives.
  • Strong understanding of healthcare operations, quality, patient safety, compliance, and regulatory requirements.
  • Experience presenting complex risk-related information, recommendations, and trends to senior leaders and executive stakeholders.
  • Demonstrated ability to analyze data, identify emerging risks, and translate findings into actionable business insights and recommendations.
  • Exceptional written and verbal communication skills, with the ability to influence and engage stakeholders at all levels of the organization.
  • Strong presentation, facilitation, critical thinking, and problem-solving skills.
  • Sound judgment and decision-making abilities, with a demonstrated ability to manage competing priorities in a complex and fast-paced environment.
  • Proficiency with Microsoft Office applications, including Word and Excel, as well as risk management and reporting systems.
  • Demonstrated ability to build collaborative relationships across departments and lead through influence.
  • Project management experience considered an asset.
  • Commitment to continuous learning, adaptability, and professional development in a dynamic healthcare environment.

Valid driver’s license and the ability to travel is a requirement.
