Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our office is looking for aSenior Contract Administrator tosupport the success of the Senior Manager, Commercial Management (Operations), and the Commercial Management team. Conducts contract analysis to support operational and strategic decisions. Develops, manages, and coordinates financial and budgetary controls and contract management, and administration policies and processes. Supports negotiation of operations and capital infrastructure investment contracts, in collaboration with internal stakeholders.
What will I be doing?
- Develops commercial management processes and procedures for Metrolinx Operations that are based on, and ensure adherence to, those of the overall corporation
- Conducts financial and contract analysis, and develops reports and presentations based on analytical findings to support planning and decision-making by Commercial Management leadership, Senior Management and the Board
- In collaboration with internal stakeholders, manages the “close-out” of core maintenance contracts to ensure all the terms and conditions of contracts have been met and that payments due have been processed or reconciled, as necessary
- Identifies, assesses, and recommends solutions for financial issues that impact Operations projects and/or contracts
- Supports contract negotiations in collaboration with internal stakeholders, including Procurement and Legal; provides input to contract terms and conditions, including project timelines, workforce requirements, and schedules; oversees contract administration, and manages projects to ensure that contractors adhere to budgets and contract requirements, including timelines
- Contributes to the development and measurement of key performance indicators and other performance metrics
- Analyzes administrative, operational, and/or project-related processes and procedures, and develops and implements streamlined solutions for identified inefficiencies
- Prepares written correspondence with Operations vendors to advise of non-conformance with contractual terms, identify escalation issues, financial reconciliation, and other commercial related items that needs to be formally communicated by the Commercial Management team
- Prepares, researches, develops and disseminates information (e.g. policy, correspondence, key issues/briefing materials) and communicates ideas related to broad departmental initiatives and topics
- Interacts and/or works with cross-functional teams, advisory committees, boards and stakeholders to progress projects and initiatives, manages distribution of information, provides updates and utilizes influencing skills to achieve desired outcomes
- Negotiates effective solutions with critical Operations contractors; recommends contract improvements and/or advises on cost savings initiatives
- Negotiates with contractors to develop contract changes and/or solutions to problems as they arise
- Manages the development and flow of useful, timely and accurate information between the business unit and a broad range of external stakeholders (e.g. Ministries, business partners, vendors)
- Develops and maintains a strong network with transit authorities, government agencies, vendors, consultants and contractors to coordinate projects, set priorities and deadlines, exchange technical information, as well as, share best practices
- Maintains and develops effective relationships with critical Operations contractors to facilitate efficient and cost-effective contract negotiation, issue management and dispute resolution
- Maintains industry knowledge including trends, products, processes, and best practices. Maintains knowledge of laws and regulations applicable to Metrolinx and its contractors
- Provides regular updates to Commercial Management team on budgets and project status, identifies areas of potential concern, and advises commercial leadership, if contractors are in danger of default or non-compliance
- Recommends alternative courses of action to address threats to project completion
- Supports and integrates across the business unit for the planning process
- Ensures that quality standards are adhered to during the development and implementation of projects; recommends solutions and improvements to business processes on behalf of management
- Supports the management of operating budgets by coordinating program budget information (e.g. variance reports, budget forecasts, activity levels, financial analysis) and preparing operational project budget justifications
- Manages contract, budget, and administration issues
- Other duties as assigned
What Skills and Qualifications Do I Need?
- Completion of a degree in Engineering, Business, Finance, Law or a related discipline or a combination of education, training and experience deemed equivalent
- Demonstrated experience administering commercial contracts, and monitoring contractor compliance and performance against contract terms and conditions
- Professional Engineer Ontario (P.Eng.), Certified Engineering Technologist (C.E.T.), and/or Ontario Association of Architects (OAA) designation would be an asset
- Experience with vendor coordination, to develop and monitor operational projects and services in compliance with legal and regulatory requirements and corporate policies and processes
- Manages and controls expenditures for operating costs, developing and providing advice and guidance to senior management
- Strong understanding of contract law and contract administration, including developing terms and conditions, quotations, negotiations, procurement, acquisitions, and dispute resolutions
- Government policy development and decision-making processes
- Organizational and analytical skills to coordinate a number of complex projects under pressure to meet schedule and budget commitments; project plan adherence and close-out
- Report development and generation, including charts and graphs, progress reports, and both written and oral presentations to senior management level audiences
- Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint, Project, Access, etc.).
- Strong influencing/negotiating, as well as political acumen capabilities to deal with a variety of stakeholders, agencies and staff, to ensure successful outcomes and achieve goals
- Interpersonal and oral/written/presentation skills
