Government of New Brunswick invites applications for a Senior Capital Markets Analyst in Fredericton. The role supports the Debt and Funds Management branch, focusing on financing the Government and Crown entities, managing the Consolidated Fund and debt service, and providing policy analysis.

The ideal candidate has a bachelor’s degree in business or economics, eight years’ experience, and CPA/CFA designation or equivalent.

Responsibilities

• Identify opportunities and perform research and analysis related to fixed income, currency markets and debt instruments.
• Negotiate terms and conditions of debenture issues and related derivative instruments.
• Oversee debenture authorization, settlement management and documentation.
• Manage liability and risk aspects and oversight of trust funds investments.
• Oversee borrowing syndicate members and advise on funding strategy.
• Engage with stakeholders and regulators to communicate financial policies and market changes.
• Provide data, reports and analytics to inform strategic decisions.

The Department of Finance and Treasury Board’s Treasury Management and Fiscal Policy Division has a unique and challenging career opportunity for a Senior Capital Markets Analyst to join the Debt and Funds Management branch in the Fredericton office.

The Branch has responsibilities for financing the Government of New Brunswick and Crown corporations, managing the Consolidated Fund and the Service of the Public Debt, investing and administering various trust funds as well as providing financial policy analysis and advice.

What you will do:

Reporting to the Executive Director, the Senior Capital Markets Analyst identifies opportunities, performs research and analysis, writes reports, creates data and documentation and advises on strategy related but not limited to the following categories:

• fixed income and currency markets
• negotiating terms and conditions of debenture issues and related derivative instruments
• debenture authorization, settlement management and documentation
• liability and risk management
• trust funds oversight and investment
• oversight of borrowing syndicate members
• stakeholder and regulatory communications
• financial market new products, data, rates and analytics

Need to have:

• Bachelor’s degree in business administration, Economics or other related discipline and a minimum of eight (8) years of progressively responsible experience
• A recognized professional designation such as a Canadian CPA or CFA
• Proven ability to build and maintain relationships with internal and external stakeholders
• Positive, can-do attitude with demonstrated persistence and resilience in challenging situations.

An equivalent combination of education, training and experience may be considered.
