This hybrid role requires a proven leader in business analysis with expertise in public sector transformation, legacy modernization, and Agile delivery.Key ResponsibilitiesEngage with business / IT stakeholders to gather, analyze, and document requirementsLead JAD and Sprint planning sessions, support feasibility and scoping activitiesPrepare business cases, process models, user stories, and test strategiesTranslate business needs into technical specs using SDLC (Agile, Waterfall)Ensure alignment with public sector standards and digital governance processesRequired Skills & ExperienceStrong experience with business analysis in complex IT environmentsExpertise in legacy systems, COTS (e.g., Oracle Siebel), and digital transformationSkilled in modeling (UML, PowerDesigner), tools (Azure DevOps, Jira, HP ALM, Power BI)Knowledge of Public Sector architecture, digital standards, and AODA complianceExcellent communication, stakeholder engagement, and documentation skillsPreferredExperience in transportation, licensing, registration, and enforcement servicesFamiliarity with Zachman Framework, Digital Service Standard, and project checkpoints
