BC Hydro in Edmonds 09 is seeking a Resource Planning Specialist – FTR – Edmonds to join our Planning & Licensing team. The role will lead complex water license projects, consult with First Nations, and guide policy implementation while mentoring others.

Qualifications

  • University degree in a relevant discipline (Resource Management/Engineering/Law/Science/Economics/Political Science) or equivalent experience.
  • Eight to ten years of relevant regulatory and water licensing experience.
  • Strong interpersonal, oral, written communication, and presentation skills.

Responsibilities

  • Consult with First Nations on Operations and Planning & Licensing activities and build stakeholder relationships.
  • Lead project management of complex water license and coordination agreement initiatives.
  • Act as team lead, mentoring and developing Planning & Licensing staff.
  • Provide guidance on scope and policy for Water Use Plan implementation and regulatory reviews.
  • Engage in negotiations and manage Water Use Agreements with municipalities, First Nations, or private industry.
  • Prepare business case justifications from social, technical, economic, environmental and regulatory perspectives.

  • The candidate must consult with First Nations on Operations and Planning & Licensing activities as required and build relationships while fostering understanding of these activities.
  • The candidate will lead the project management of complex water license and coordination agreement initiatives with cross-functional and cross-organizational involvement.
  • The candidate must act as a team lead managing financial, technical, and human resources while providing mentoring and development within Planning & Licensing.
  • The candidate will provide guidance on scope and policy for implementation of operational commitments under the Water Use Plan, Water Use Plan Order Reviews, new provincial legislation and regulations as it relates to BC Hydro’s water licences.
  • The candidate must engage in negotiations and manage Water Use Agreements with third party users such as municipalities, First Nations or private industry and support administration of other coordination agreements.
  • The candidate must prepare business case justification from various perspectives including social, technical, economic, environmental and regulatory.
  • The candidate must identify and communicate with internal and external stakeholders that are potentially impacted as a result of Operations and Planning & Licensing decisions and activities.
  • The candidate must identify and characterize significant regulatory, social and economic risks to Operations and Planning & Licensing activities and develop rational and progressive mid to long term strategies, policies, procedures and/or standards to reduce exposure to the significant risk.
  • The candidate must engage in negotiations with internal/external clients and manage key relationships.
  • The candidate must respond to highly complex, confidential, sensitive inquiries.
  • The candidate must provide Planning & Licensing regulatory and social issues guidance, leadership and vision around Triple Bottom Line decisions.
  • The candidate must develops and leads social and regulatory initiatives and programs which enhance the long term value of generation assets.
Job Requirements
  • The candidate must hold a university degree in a relevant discipline including Resource Management, Engineering, Law, Science, Economics, or Political Science, or an equivalent combination of education and experience.
  • The candidate must have eight to ten years of relevant experience with the Water Sustainability Act or other regulatory experience, hydroelectric system operations and impacts, and environmental assessments.
  • The candidate must have exceptional interpersonal, oral, written communication, and presentation skills.
  • The candidate must have well-developed facilitation and negotiation skills.
  • The candidate must have experience leading stakeholder engagement processes and First Nations consultation.
  • The candidate must have project management experience and proven ability to facilitate complex and contentious discussions with multiple stakeholders.
  • The candidate must demonstrate ability to interface with internal BC Hydro business units and external First Nations, stakeholders, and regulators.
  • The candidate must have experience developing and implementing business processes and due diligence requirements.
  • The candidate must be able to work independently with little guidance and as part of a team as a team lead.
  • The candidate must demonstrate proven leadership ability.
  • The candidate must have well-developed planning, organizational, analytical, and problem-solving skills.
  • The candidate must have technical knowledge in generation, environmental assessments, and reservoir operation.
  • The candidate must have computer skills including analytical models, databases, and spreadsheet software.
  • The candidate must hold a valid class five (5) driver’s licence.
