Job summary

BC Hydro, based in Prince George, seeks an Environmental Risk Manager 1 to lead environmental risk management for major construction projects and guide field teams along the North Coast Transmission Line corridor.

The role requires eight years in environmental work with at least three years in leadership, BC registration eligibility, and the ability to manage on-site teams in remote locations while coordinating with contractors, regulators, and Aboriginal communities.

Qualifications

• Minimum eight (8) years in environmental field with at least three (3) years in a leadership role.
• Eligible for professional registration in British Columbia (RPF, RPBio, PEng, PAg, PGeo, or AScT).
• Experience in environmental risk management for large construction projects in BC (heavy civil earthworks or transmission lines).
• Experience working on projects involving First Nations participation.

Responsibilities

• Understand and apply NCTL project environmental requirements, CEMP, EPPs, and regulatory requirements.
• Coordinate with construction and environmental management teams, regulators, and stakeholders.
• Provide technical advice, leadership, and instructions to field personnel on environmental issues.
• Implement and monitor Environmental Protection Plans for Contractors and BC Hydro.
• Observe and report on compliance of construction activities with environmental requirements.
• Review, approve, and manage contractor environmental submissions and RFIs.

• The candidate will understand the NCTL project environmental requirements, the Construction Environmental Management Plan (CEMP), Environmental Protection Plans (EPPs), and associated regulatory requirements.
• The candidate will coordinate with BC Hydro’s construction and environmental management teams, Natural Resource Specialists, Contractors, Independent Environmental Monitors, Environmental Regulators, and Guardian Hosts.
• The candidate will provide technical advice, leadership, and instructions to field personnel in the event of environmental issues and communicate situations to management on a regular basis.
• The candidate will implement, monitor, and clarify Environmental Protection Plans for both Contractors and BC Hydro.
• The candidate will observe, record, and report on compliance of construction activities with environmental requirements.
• The candidate will review, approve, and manage contractor environmental submissions and requests for information.
• The candidate will recognize and communicate environmental risks associated with construction activities.
• The candidate will assist contractors and BC Hydro environmental staff in proactively managing environmental risks.
• The candidate will develop and advance relationships with Aboriginal communities, First Nations Guardians, contractors, regulators, and stakeholders to support North Coast Transmission Line Project commitments.
• The candidate will identify, document, and report environmental incidents and effectively communicate related issues.
• The candidate will provide oversight and directly manage Natural Resource Specialists (NRS) onsite.

Job Requirements

• The candidate must have a minimum of eight (8) years of progressively responsible experience in the environmental field, including at least three (3) years in a people leadership role.
• The candidate must hold a post-secondary degree in environmental sciences, engineering, or another relevant discipline.
• An equivalent combination of education and work experience may be considered for this position.
• The candidate must be eligible for professional registration in British Columbia, including RPF, RPBio, PEng, PAg, PGeo, or AScT.
• The candidate must demonstrate experience and knowledge in environmental risk management for large construction projects in British Columbia, particularly involving heavy civil earthworks and/or transmission line projects.
• The candidate must have experience managing and effectively working on projects involving First Nations participation.
• The candidate must possess excellent verbal and written communication skills.
• The candidate must be able to work independently and lead crews in field and remote locations with limited supervision.
• The candidate must hold a valid Class 5 Driver’s License.
• The candidate must possess strong relationship management skills and the ability to work effectively with contractors, construction management teams, First Nations, and parties with multiple interests.
• The candidate must possess knowledge of the electrical utility industry, environmental regulatory agencies, and environmental acts and regulations.
• The candidate must possess strong leadership, organizational, time management, and computer skills.
• The candidate must demonstrate the ability to provide strong leadership and direction to team members and resolve issues involving stakeholders with different levels of interests.

Work Conditions

• The candidate may be required to perform camp-based work from time to time and must be able to work assigned shift schedules as discussed during the interview process.
• The candidate will be required to travel throughout the North Coast Transmission Line project areas, including locations as far north as Bob Quinn.
