JOB OPPORTUNITY

The Kativik Regional Government (KRG) is a supra municipal body having jurisdiction over the territory north of the 55th parallel in Québec and, in particular, provides technical assistance to the 14 northern villages of Nunavik.

The Municipal Public Works Department (MPW) of the KRG is responsible for the management of infrastructure projects for the northern villages, as well as for the preventive and corrective maintenance of more than 200 KRG residential and institutional buildings throughout the region (staff housing, offices, airport buildings and police stations). It also provides technical assistance to the Northern Villages for the maintenance of some municipal infrastructure (drinking water treatment plants, community centres, arenas, swimming pools, etc.) and to childcare centres around the region.

The KRG is currently looking for a self-motivated and dynamic individual to fill the following position.

PUBLIC ENGAGEMENT PROJECT MANAGER (Permanent, Full Time)

Reporting to the TAP Coordinator of the Municipal Public Works Department, the Public Engagement Project Manager is responsible for developing and implementing community outreach initiatives across the 14 villages of Nunavik. This role focuses on strengthening community empowerment, fostering a sense of ownership, and building resilience. The Project Manager will facilitate clear communication between the Program, community members and other stakeholders, encourage active participation, and support local development and social inclusion efforts.

DUTIES AND RESPONSIBILITIES:
  • Design and lead public engagement initiatives that inform, empower and encourage community ownership of Technical Assistance Programme activities.
  • Work with community leaders and the team to develop culturally appropriate and responsible community engagement and public relations strategies that align with program goals and priorities.
  • Plan, coordinate and facilitate community meetings, workshops and events to raise awareness and gather community feedback.
  • Develop informative and engaging content and communication materials for various communication channels, including social media, newsletters and the KRG website.
  • Build and maintain trust-based relationships with key stakeholders while amplifying community voices and experiences to foster pride and involvement.
  • Provide guidance, coaching and training on effective communication, empowerment and ownership.
  • Monitor and assess the effectiveness of engagement efforts, ensuring continuous improvement.
  • Serve as the primary point of contact for program-related communications and manage sensitive public relations situations as needed.
  • Perform any other related duties as requested by the supervisor.
QUALIFICATIONS AND REQUIREMENTS:
  • Possess a bachelor’s degree in public relations, communications, marketing or related field. A master’s degree or additional training is an asset
  • At least five years of experience in public engagement, community development, public relations, communications.
  • Minimum of three (3) years of dedicated experience working directly with Indigenous communities.
  • Proven ability to manage projects, coordinate stakeholders and oversee community initiatives
  • Strong project management skills, digital content creation experience, and a knack for finding creative solutions to engagement hurdles.
  • Proficiency in Microsoft Office, social media platforms and design software such as InDesign, Photoshop, Illustrator, etc.
  • Analytical skills, with the ability to develop innovative solutions to community engagement challenges
  • Ability to engage effectively with diverse communities and adapt communication strategies
  • Experience in training and mentoring local staff and community members
  • Strong adaptability skills, independent, initiative-driven, and able to work effectively within a team.
  • Proficiency in at least two (2) of the following languages: Inuktitut, English and French.
  • Willingness to travel frequently within Nunavik.

Place of employment: Kuujjuaq

Salary: Minimum $63,716 and maximum $109,329 annually (Class 10).

Benefits*: Cost-of-living differential: minimum $8,500 annually.

Food allowance: minimum $4 398 annually.

Annual leave trips: maximum of 3 per person annually;

L’Administration régionale Kativik (ARK), un organisme supramunicipal ayant compétence sur le territoire du Québec situé au nord du 55e parallèle, offre de l’assistance technique aux 14 villages nordiques du Nunavik.

Le Service des travaux publics municipaux (TPM) de l’ARK est responsable de la gestion des projets d’infrastructure pour les villages nordiques et de la maintenance préventive et corrective de plus de 200 bâtiments résidentiels et institutionnels de l’ARK dans toute la région (logements du personnel, bureaux, bâtiments de l’aéroport et postes de police). L’ARK recherche actuellement une personne motivée et dynamique pour occuper le poste de :

RESPONSABLE DE PROJET EN MATIÈRE DE MOBILISATION PUBLIQUE (Poste permanent à temps plein)

Relevant du coordonnateur du Programme d’assistance technique (PAT) du Service des travaux publics municipaux, la ou le responsable de projet en matière de mobilisation publique est chargé d’élaborer et de mettre en œuvre des initiatives de mobilisation communautaire dans les 14 villages du Nunavik. Ce poste vise principalement à renforcer la capacité d’agir des communautés, à favoriser leur appropriation des initiatives et à accroître leur résilience. La ou le responsable de projet facilitera une communication claire entre le programme, les membres des communautés et les autres intervenants, favorisera une participation active et appuiera les efforts de développement local et d’inclusion sociale.

RÔLES ET RESPONSABILITÉS :
  • Concevoir et diriger des initiatives de mobilisation publique visant à informer les communautés, à renforcer leur capacité d’agir et à favoriser leur appropriation des activités du Programme d’assistance technique.
  • Collaborer avec les responsables communautaires et l’équipe afin d’élaborer des stratégies de mobilisation communautaire et de relations publiques adaptées aux réalités culturelles, responsables et conformes aux objectifs et aux priorités du programme.
  • Planifier, coordonner et animer des réunions communautaires, des ateliers et des activités afin de sensibiliser les communautés et de recueillir leurs commentaires.
  • Élaborer du contenu et du matériel de communication informatifs et attrayants pour divers canaux de communication, notamment les médias sociaux, les bulletins d’information et le site Web de l’ARK.
  • Établir et maintenir des relations de confiance avec les principaux intervenants, tout en faisant entendre la voix des communautés et en mettant en valeur leurs expériences afin de renforcer leur sentiment de fierté et leur participation.
  • Fournir des conseils, de l’accompagnement et de la formation en matière de communication efficace, de renforcement de la capacité d’agir et d’appropriation.
  • Surveiller et évaluer l’efficacité des efforts de mobilisation afin d’assurer une amélioration continue.
  • Agir à titre de principale personne-ressource pour les communications liées au programme et gérer, au besoin, les situations délicates en matière de relations publiques.
  • Effectuer toute autre tâche demandée par le superviseur.
QUALIFICATIONS ET EXIGENCES :
  • Détenir un baccalauréat en relations publiques, en communications, en marketing ou dans un domaine connexe. Une maîtrise ou une formation complémentaire constitue un atout.
  • Posséder au moins cinq ans d’expérience en mobilisation publique, en développement communautaire, en relations publiques ou en communications.
  • Posséder au moins trois (3) années d’expérience consacrées au travail direct auprès de communautés autochtones.
  • Avoir démontré sa capacité à gérer des projets, à coordonner les parties prenantes et à superviser des initiatives communautaires.
  • Posséder de solides compétences en gestion de projet, de l’expérience en création de contenu numérique et une aptitude à trouver des solutions créatives aux obstacles à la mobilisation.
  • Maîtriser Microsoft Office, les plateformes de médias sociaux et des logiciels de conception tels qu’InDesign, Photoshop, Illustrator, etc.
  • Posséder de solides compétences analytiques et être en mesure d’élaborer des solutions novatrices aux défis liés à la mobilisation communautaire.
  • Être en mesure de mobiliser efficacement des communautés diversifiées et d’adapter les stratégies de communication en conséquence.
  • Posséder de l’expérience en formation et en mentorat auprès du personnel local et des membres des communautés.
  • Faire preuve d’une grande capacité d’adaptation, d’autonomie et d’initiative, et être en mesure de travailler efficacement en équipe.
  • Parler couramment au moins deux (2) des langues suivantes : inuktitut, anglais et français.
  • Être disposé à voyager fréquemment au Nunavik.
