The Kativik Regional Government (KRG) isa “supra-municipal” organization with jurisdiction over the territory of Québec located north of the 55th parallel. The KRG is currently seeking to recruit a professional and motivated candidate to work in Nunavik, in the capacity of; ASSISTANT DIRECTOR OPERATIONS, TRANSPORTATION DEPARTMENT
(PERMANENT FULL TIME POSITION)
Reporting to the Director of the Transportation Department, the Assistant Director Operations has responsibility for the safe and efficient operations at all 14 locations. More precisely, the Assistant Director Operations will be:

  • Responsible for ensuring the daily operations, management, and compliance of all 14 airports managed by the KRG, and the application of the Usijiit para-transit services, marinas and public transit services;
  • Responsible for overseeing the observation and communication functions at all applicable airports;
  • Responsible for the airside safety, passenger safety, security, terminal cleanliness and relationships with all local airport stakeholders;
  • Responsible for the day-to-day operational implementation of each airport's regulated documentation - including aerodrome manuals, SOPs, the Airport Operation Manual, and the Winter Maintenance Plan - ensuring these are followed and kept current in practice;
  • Collaborate with all departments responsible for providing services and duties, contributing to the safe and efficient management of the airports, such as the Assistant-Director Maintenance and Assistant-Director, Compliance, Environment, and Administration;
  • Responsible for all airport Managers, Observers and Communicators and the Senior Manager, Airport Operations and Airside Safety;
  • Contribute to short and long-term planning, budgets and reports;
  • Participate in the development and the implementation of departmental objectives;
  • Develop and implement Procedures and Work Instructions as needed
  • Ensure frequent management presence and personally visit each community, as deemed necessary, to provide mentoring and support to KRG operational staff;
  • Monitor performance and present Key Performance Indicators (KPIs) across areas of responsibility;
  • Responsible for the operational implementation of the Plan of Operations during Construction (PCO) at the airport level, working closely with MTMD throughout construction projects to ensure coordination and safety of airport operations;
  • Remain attentive and maintain relationships with all stakeholders;
  • Perform any other related tasks
QUALIFICATIONS:
  • Bachelor's degree in Aviation Management, Business Administration, Public Administration, or a related field; significant relevant work experience in airport operations management may be considered in lieu of a degree;
  • Minimum of five (5) years of relevant experience in airport operations management, including at least three (3) years in a supervisory or leadership role overseeing a multidisciplinary team;
  • Experience managing a multi-site or network airport operation considered a strong asset;
  • Accredited Airport Executive (AAE) or Certified Member (CM) designation from IAAE Canada considered a strong asset;
  • Good knowledge of Canadian Aviation Regulations (CARs) and Transport Canada aerodrome standards (TP312) considered an asset;
  • Experience with public or para-transit operations considered an asset;
  • Experience working in remote, fly-in, or Indigenous community contexts considered an asset;
  • Excellent planning, problem-solving, decision-making, and leadership skills;
  • Ability to work in a fast-paced environment with minimal supervision;
  • Valid driver's license required;
  • Written and oral working knowledge of at least two (2) of the following languages: Inuktitut, English, and French;
  • Working knowledge of the Microsoft Office Suite, as well as other relevant software;
  • Ability to travel frequently in Nunavik as well as outside the region;

Salary: Minimum of $ 116,523 and maximum of $ 160,207

DIRECTEUR ADJOINT OU DIRECTRICE ADJOINTE DES OPÉRATIONS, SERVICE DES TRANSPORTS

(poste permanent ou à temps plein)

  • chargé(e) d’assurer le fonctionnement quotidien, la gestion et la conformité des 14 aéroports gérés par l’ARK, ainsi que la mise en œuvre des services de transport adapté et collectif Usijiit, des ports de plaisance et des services de transports en commun;
  • chargé(e) de superviser les fonctions d’observation et de communication dans tous les aéroports concernés;
  • chargé(e) de la sécurité côté piste, de la sécurité des passagers, de la sûreté, de la propreté du terminal et des relations avec l’ensemble des intervenants locaux de l’aéroport;
  • chargé(e) de la mise en œuvre opérationnelle quotidienne de la documentation réglementaire de chaque aéroport - notamment les manuels d’aérodrome, les procédures opérationnelles normalisées (PON), le manuel d’exploitation d’aéroport et le plan d’entretien hivernal -, en veillant à ce que ces documents soient respectés et tenus à jour dans la pratique;
  • collaborer avec tous les services chargés de fournir des prestations et d’assurer des missions contribuant à la gestion sûre et efficace des aéroports, tels que le directeur adjoint ou la directrice adjointe chargé(e) de la Maintenance et le directeur adjoint ou la directrice adjointe chargé(e) de la Conformité, de l’Environnement et de l’Administration;
  • responsable de l’ensemble des gestionnaires d’aéroport, des observateurs et des chargés de communication, ainsi que du gestionnaire principal des opérations aéroportuaires et de la sécurité côté piste;
  • contribuer à la planification à court et à long terme, des budgets et des rapports;
  • participer à l’élaboration et à la mise en œuvre des objectifs du Service;
  • élaborer et mettre en œuvre des procédures et des consignes de travail selon les besoins;
  • veiller à ce que la direction soit régulièrement présente et se rendre personnellement dans chaque communauté, lorsque cela est jugé nécessaire, afin d’apporter un accompagnement et un soutien au personnel opérationnel de l’ARK;
  • assurer un suivi du rendement et présenter les indicateurs de rendement clés (IRC) dans l’ensemble des domaines de responsabilité;
  • chargé(e) de la mise en œuvre opérationnelle du Plan d’exploitation pendant les travaux (PET) au niveau de l’aéroport, en étroite collaboration avec le MTMD tout au long des projets de construction afin d’assurer la coordination et la sécurité des opérations aéroportuaires;
  • rester à l’écoute de tous les intervenants et entretenir avec eux des relations;
  • exécuter toute autre tâche connexe.
QUALIFICATIONS :
  • Baccalauréat en gestion aéronautique, en administration des affaires, en administration publique ou dans un domaine connexe; une expérience professionnelle appréciable et pertinente dans la gestion des opérations aéroportuaires peut être prise en compte à défaut d’un baccalauréat;
  • Au moins cinq (5) ans d’expérience pertinente dans la gestion des opérations aéroportuaires, dont au moins trois (3) ans à un poste de supervision ou de direction impliquant la supervision d’une équipe pluridisciplinaire;
  • Une expérience dans la gestion d’un aéroport multi-sites ou en réseau est considérée comme un atout majeur;
  • Le titre d’Accredited Airport Executive (AAE) (cadre d’aéroport accrédité) ou de Certified Member (CM) (membre certifié) délivré par l’IAAE Canada est considéré comme un atout majeur;
  • Une bonne connaissance du Règlement de l’aviation canadien (RAC) et des normes et pratiques recommandées pour les aérodromes de Transports Canada (TP312) est considérée comme un atout;
  • Une expérience dans le domaine des transports publics ou des services de transport adapté est considérée comme un atout;
  • Une expérience professionnelle acquise dans des zones isolées, accessibles uniquement par avion ou au sein de communautés autochtones est considérée comme un atout;
  • Excellentes compétences en matière de planification, de résolution de problèmes, de prise de décision et de leadership;
  • Capacité à travailler dans un environnement au rythme rapide avec une supervision minimale;
  • Permis de conduire valide obligatoire;
