Job summary

The Administration régionale Kativik (ARK) seeks a Senior Program Officer for its Sustainable Department in Kuujjuaq. You will estimate training needs, promote programs, assess projects, monitor finances, and prepare annual reports. Fluency in at least two languages (Inuktitut, English, French) is expected.

JOB OPPORTUNITY

The Kativik Regional Government (KRG) is a supra-municipal organization with jurisdiction over the Quebec territory located north of the 55th parallel. We are currently looking for a dynamic and reliable person to work in the capacity of:


SENIOR PROGRAM OFFICER (PERMANENT, FULL-TIME POSITION)

Reporting to the Assistant Director - Programs of the Sustainable Department and working closely with the other employees of the Program section, the selected candidate is responsible for, among other things to:



  • Estimate training needs in the region and develop activities and training courses to meet those needs;

  • Promote training programs in the region, work closely with concerned organizations, and help employers develop their project and training plans;

  • Assess and recommend pertinent projects and training courses, monitor the activities and financial aspects and provide evaluations on the project results;

  • Keep informed about the various programs and projects related to employment and training, and transmit the information to employees involved;

  • Prepare various reports and financial statements as needed over the year and at the end of the fiscal year, providing the necessary documentation for the annual report;

  • Perform other related duties, as required, by his supervisors.


REQUIREMENTS


  • University degree in a related discipline (administration, education or community development). Exceptional relevant work experience will also be considered;

  • Minimum of three years of related experience (social and economic development, training experiences, project management, etc.);

  • Have good working knowledge of criteria and management of all federal and provincial employment programs;

  • Written and oral working knowledge of at least two (2) of the following languages; Inuktitut, English and French;

  • Be able to work in a computerized environment.

Salary: Min. $52,481 - Max. $89,256 yearly

Relevant du Directeur adjoint du Service de l’Emploi durable - Section des programmes et travaillant en étroite collaboration avec les autres employés de la section des programmes, la personne sélectionnée pour ce poste devra s’acquitter des tâches suivantes :



  • Estimer les besoins en formation dans la région et mettre au point des activités et des cours de formation en vue de satisfaire ces besoins;

  • Promouvoir les programmes d’emploi et de formation dans la région, travailler en étroite collaboration avec les organismes concernés et aider les employeurs à élaborer leurs propres projets et plans de formation;

  • Analyser et proposer des projets et des programmes de formation pertinents, suivre l’évolution des activités et faire l’évaluation des résultats;

  • Se tenir au courant des divers projets et programmes liés à l’emploi et à la formation et transmettre l’information aux employés visés;

  • Préparer divers rapports et états financiers au besoin durant l’année et à la fin de l’exercice, et fournir toute documentation utile pour le rapport annuel;

  • Exécuter toute autre tâche connexe à la demande de son supérieur.


EXIGENCES


  • Diplôme universitaire dans un domaine approprié (administration, éducation ou développement communautaire). Une expérience de travail connexe exceptionnelle sera aussi prise en considération;

  • Avoir au moins trois (3) années d’expérience pertinente (développement social et économique, situations de formation, gestion de projets, etc.);

  • Avoir une bonne connaissance pratique des critères et de la gestion de tous les programmes d’emploi fédéraux et provinciaux;

  • La personne sélectionnée devra avoir la capacité de communiquer verbalement et par écrit dans deux de s langues suivantes : anglais, français et inuktitut;

  • Pouvoir travailler dans un environnement informatique.
