Kativik Regional Government in Kuujjuaq seeks a Public Engagement Project Manager to develop and implement community outreach across the 14 Nunavik villages, strengthening community empowerment and ownership.

This permanent, full-time role coordinates stakeholders, designs engaging content, travels within Nunavik, and supports local development and social inclusion through effective communication.

Qualifications

Bachelor's degree in public relations, communications, marketing or related field; masters asset.
At least five years in public engagement, community development, public relations, or communications.
Minimum of three years working directly with Indigenous communities.
Proven ability to manage projects, coordinate stakeholders and oversee community initiatives.
Strong project management, digital content creation, and problem-solving skills.
Bilingual in at least two of Inuktitut, English, or French.

Responsibilities

JOB OPPORTUNITY

The Kativik Regional Government (KRG) is a supra municipal body having jurisdiction over the territory north of the 55th parallel in Québec and, in particular, provides technical assistance to the 14 northern villages of Nunavik.

The Municipal Public Works Department (MPW) of the KRG is responsible for the management of infrastructure projects for the northern villages, as well as for the preventive and corrective maintenance of more than 200 KRG residential and institutional buildings throughout the region (staff housing, offices, airport buildings and police stations). It also provides technical assistance to the Northern Villages for the maintenance of some municipal infrastructure (drinking water treatment plants, community centres, arenas, swimming pools, etc.) and to childcare centres around the region.

The KRG is currently looking for a self-motivated and dynamic individual to fill the following position:

PUBLIC ENGAGEMENT PROJECT MANAGER

(Permanent, Full Time)

Reporting to the TAP Coordinator of the Municipal Public Works Department, the Public Engagement Project Manager is responsible for developing and implementing community outreach initiatives across the 14 villages of Nunavik. This role focuses on strengthening community empowerment, fostering a sense of ownership, and building resilience. The Project Manager will facilitate clear communication between the Program, community members and other stakeholders, encourage active participation, and support local development and social inclusion efforts.

DUTIES AND RESPONSIBILITIES:

Design and lead public engagement initiatives that inform, empower and encourage community ownership of Technical Assistance Programme activities.
Work with community leaders and the team to develop culturally appropriate and responsible community engagement and public relations strategies that align with program goals and priorities.
Plan, coordinate and facilitate community meetings, workshops and events to raise awareness and gather community feedback.
Develop informative and engaging content and communication materials for various communication channels, including social media, newsletters and the KRG website.
Build and maintain trust-based relationships with key stakeholders while amplifying community voices and experiences to foster pride and involvement.
Provide guidance, coaching and training on effective communication, empowerment and ownership.
Monitor and assess the effectiveness of engagement efforts, ensuring continuous improvement.
Serve as the primary point of contact for program-related communications and manage sensitive public relations situations as needed.
Perform any other related duties as requested by the supervisor.

QUALIFICATIONS AND REQUIREMENTS:

Possess a bachelor’s degree in public relations, communications, marketing or related field. A master’s degree or additional training is an asset
At least five years of experience in public engagement, community development, public relations, communications.
Minimum of three (3) years of dedicated experience working directly with Indigenous communities.
Proven ability to manage projects, coordinate stakeholders and oversee community initiatives
Strong project management skills, digital content creation experience, and a knack for finding creative solutions to engagement hurdles.
Proficiency in Microsoft Office, social media platforms and design software such as InDesign, Photoshop, Illustrator, etc.
Analytical skills, with the ability to develop innovative solutions to community engagement challenges
Ability to engage effectively with diverse communities and adapt communication strategies
Experience in training and mentoring local staff and community members
Strong adaptability skills, independent, initiative-driven, and able to work effectively within a team.
Proficiency in at least two (2) of the following languages: Inuktitut, English and French.
Willingness to travel frequently within Nunavik.
