Job summary

The Kativik Regional Government (KRG) is seeking a proactive Assistant Director, Compliance and Administration, in the Transportation Department, to lead regulatory compliance, environmental and admin programs. Responsibilities

  • Ensure regulatory compliance, planning, sustainability, and administration for the Transportation Department.
  • Draft and submit program documentation to Transport Canada; maintain up-to-date manuals and records.
  • Coordinate capital projects and PCOs with MTMD; liaise with Transport Canada for SMS audits and leases.
  • Negotiate renewals of leases/contracts and permits; oversee off-highway vehicle prevention activities; manage departmental budgets.

The Kativik Regional Government (KRG) is a "supra-municipal" organization with jurisdiction over the territory of Québec located north of the 55th parallel. The KRG is currently seeking to recruit a professional and motivated candidate to work in Nunavik, in the capacity of;

Assistant-Director Compliance and Administration, Transportation Department (Permanent full time position)

Reporting to the Director of the Transportation Department, the Assistant Director, Compliance and Administration is responsible for departmental programs ensuring compliance with Transport Canada's aviation regulation TP312, environmental protection, the development of maintenance programs, and the overarching administration of the Transportation Department. The Assistant Director will assist the Director with administrative and performance management for the 14 airports, marine ports, the Usijiit para-transit service, public transit services, and Off-Highway vehicle prevention activities.

The Assistant Director, Compliance and Administration will be responsible for, but not limited to, the following:

  • Responsible for regulatory compliance, planning, sustainability (environment and wildlife management), and administration;
  • Responsible for the drafting and regulatory submission of program documentation - including the Airport Aerodrome Operations Manual (AOM), Emergency Response Plan, Wildlife Management Plan, Safety Management Systems Manual, Aeronautical Publications, training records, and the Plan of Operations during Construction (PCO) - ensuring all are developed, accurate, up to date, and submitted to Transport Canada for approval;
  • Responsible for ensuring all airport exemptions are adequately documented and valid, and for leading new exemption requests;
  • Ensure that all agreements with Transport Canada and the Ministère des Transports et de la Mobilité durable (MTMD) are monitored, amended, and adhered to as described;
  • Responsible for coordinating the regulatory development and approval of capital projects and PCOs with MTMD;
  • Responsible for liaising with Transport Canada regarding SMS audits, leases, and long- and short-term capital investments planning;
  • Negotiate and oversee the renewal of leases/contracts and the delivery of construction permits;
  • Responsible for all Off-Highway vehicle prevention activities;
  • Contribute to the Department's regulatory and administrative responsibilities regarding maritime and para-transit activities;
  • Maintain budgetary expectations and provide status reports related to compliance and administrative programs.
QUALIFICATIONS:
  • Bachelor's degree in Business Administration, Public Administration, Environmental Management, Aviation Management, or a related field; significant relevant work experience in regulatory compliance or airport administration may be considered in lieu of a degree;
  • Minimum of five (5) years of relevant experience in regulatory compliance, environmental management, or administration, ideally within an airport or transportation context;
  • Knowledge of Canadian Aviation Regulations (CARs) and Transport Canada aerodrome standards (TP312) considered a strong asset;
  • Experience with Safety Management Systems (SMS) and related audit processes considered an asset;
  • Experience in environmental protection or wildlife management programs considered an asset;
  • Experience negotiating and administering leases, tender processes, contracts, or construction permits considered an asset;
  • Accredited Airport Executive (AAE) or Certified Member (CM) designation from IAAE Canada considered an asset;
  • Experience working in remote, fly-in, or Indigenous community contexts considered an asset;
  • Excellent organizational, analytical, and decision-making skills;
  • Strong written and verbal communication skills, including report and policy writing;
  • Valid driver's license required;
  • Written and oral working knowledge of at least two (2) of the following languages: Inuktitut, English, and French;
  • Working knowledge of the Microsoft Office Suite, as well as other relevant software;
  • Ability to travel frequently in Nunavik, as well as outside the region.

Salary: Minimum of $ 120,648 and maximum of $ 165,878

Benefits: Cost-of-living differential: minimum $8 500 annually; Food allowance: minimum $3 707 annually. Annual leave trips: minimum 3. Group benefits including RRSP Vacation: 30 days annually. Statutory holidays: 20 days including 10 during the Christmas period.

Directeur adjoint ou directrice adjointe chargé(e) de la Conformité et de l’Administration, Service des transports (Poste permanent à temps plein)

Sous la responsabilité du directeur du Service des transports, le directeur adjoint ou la directrice adjointe chargé(e) de la Conformité et de l’Administration est responsable des programmes du service visant à garantir le respect du Règlement de l’aviation TP312 de Transports Canada, la protection de l’environnement, l’élaboration des programmes de maintenance et la gestion générale du Service des transports. Le directeur adjoint ou la directrice adjointe assistera le directeur dans la gestion administrative et la gestion du rendement des 14 aéroports, des ports maritimes, du service de transport adapté Usijiit, des services de transport adapté et collectif et des activités de prévention liées aux véhicules tout-terrain.

Le directeur adjoint ou la directrice adjointe chargé(e) de la Conformité et de l’Administration sera responsable, entre autres, de ce qui suit :

  • chargé(e) de la conformité réglementaire, de la planification, du développement durable (gestion de l’environnement et de la faune) et de l’administration;
  • chargé(e) de la rédaction et de la soumission aux autorités réglementaires de la documentation relative aux programmes - notamment le manuel d’exploitation d’aéroport (MEA), du plan d’intervention d’urgence, du plan de gestion de la faune, du manuel des systèmes de gestion de la sécurité, des publications aéronautiques, des dossiers de formation et du plan d’exploitation pendant les travaux (PET) - en veillant à ce que tous ces documents soient élaborés, exacts, à jour et soumis à Transports Canada pour approbation;
  • chargé(e) de s’assurer que toutes les dérogations aéroportuaires sont correctement documentées et valides, et de piloter les nouvelles demandes de dérogation;
  • veiller à ce que toutes les ententes conclues avec Transports Canada et le ministère des Transports et de la Mobilité durable (MTMD) fassent l’objet d’un suivi, soient modifiées et respectées conformément aux dispositions prévues;
  • chargé(e) de coordonner l’élaboration et l’approbation des dispositions réglementaires relatives aux projets d’investissement et aux PET avec le MTMD;
  • chargé(e) d’assurer la liaison avec Transports Canada concernant les vérifications du système de gestion de la sécurité (SGS), les contrats de location et la planification des investissements d’immobilisations à court et à long terme;
  • négocier et superviser le renouvellement des baux et des contrats, ainsi que l’obtention des permis de construire;
  • chargé(e) de l’ensemble des activités de prévention relatives aux véhicules tout-terrain;
  • contribuer aux responsabilités réglementaires et administratives du Service concernant les activités maritimes et de transport adapté;
  • assurer le suivi des prévisions budgétaires et fournir des rapports d’avancement concernant les programmes de conformité et les programmes administratifs.
QUALIFICATIONS :
  • Baccalauréat en administration des affaires, administration publique, gestion environnementale, gestion aéronautique ou dans un domaine connexe; une expérience professionnelle appréciable et pertinente dans le domaine de la conformité réglementaire ou de l’administration aéroportuaire peut être prise en compte à défaut d’un baccalauréat;
  • Au moins cinq (5) ans d’expérience pertinente dans le domaine de la conformité réglementaire, de la gestion environnementale ou de l’administration, de préférence dans le secteur aéroportuaire ou des transports;
  • La connaissance du Règlement de l’aviation canadien (RAC) et des normes et pratiques recommandées pour les aérodromes de Transports Canada (TP312) est considérée comme un atout majeur;
  • Une expérience dans le domaine des systèmes de gestion de la sécurité (SGS) et des processus de vérification associés est considérée comme un atout;
  • Une expérience dans le domaine de la protection de l’environnement ou des programmes de gestion de la faune est considérée comme un atout;
  • Une expérience dans la négociation et la gestion de baux, d’appels d’offres, de contrats ou de permis de construire est considérée comme un atout;
  • Le titre d’Accredited Airport Executive (AAE) (cadre d’aéroport accrédité) ou de Certified Member (CM) (membre certifié) délivré par l’IAAE Canada est considéré comme un atout;
  • Une expérience professionnelle acquise dans des zones isolées, accessibles uniquement par avion ou au sein de communautés autochtones est considérée comme un atout;
  • Excellentes capacités d’organisation, d’analyse et de prise de décision;
  • Excellentes compétences en communication écrite et orale, notamment en matière de rédaction de rapports et de politiques;
  • Permis de conduire valide obligatoire;
