The Major Projects unit in the Transportation Services Division is hiring a temporary (24 months) Project Lead to work on a variety of major multi-modal infrastructure projects that support a wide range of city building initiatives across the City of Toronto. In this position, you will be part of a dynamic team working on generational and transformative City-building projects involving the design of complete street infrastructure to support new and intensifying communities, and to better connect these areas with the surrounding city.

The Project Lead in the Major Projects Unit also helps oversee multi-disciplinary consultant teams to advance projects and supports the coordinated design and delivery of major capital projects.

The Project Lead will also be involved with continuous improvement and capacity building initiatives to support the growth and maturation of the program and the unit.

Major Responsibilities:

  • Develops, implements, monitors, and evaluates detailed plans, policies, programs, and procedures related to Transportation Services.
  • Supports Senior Project Managers on the delivery of major multimodal complete street and other related transportation projects from feasibility to implementation.
  • Conducts research and analysis on transportation-related topics considering legislative changes, developments within the field, corporate policies and practices, and best practices in other jurisdictions.
  • Oversees assigned projects and provides contract management, ensuring effective communication and high-quality outcomes to advance the Division's initiatives in a complex municipal environment.
  • Monitors project progress to ensure timely completion in accordance with approved plans, budgets, and agreements.
  • Coordinates input into the Capital Works Program and operating budget and manages assigned budget, ensuring that expenditures are within approved budget limitations.
  • Prepares graphic design and communication materials, project plans, reports, presentations, and status updates for senior staff, City Council and the public.
  • Contributes to planning and developing strategic initiatives for the Division.
  • Coordinates, evaluates and prepares responses on requests from elected officials, internal divisions, and the public, assessing feasibility within existing programs and resources.
  • Prepares, coordinates, and makes recommendations on Request for Proposals/Request for Quotations and tender documents for project implementation.
  • Represents the Unit at Divisional meetings and the Division at project-related community engagements, always maintaining professionalism.
  • Acts as resource person for requests and inquiries related to Divisional activities.
  • Ensures compliance with the Ontario Occupational Health and Safety Act and all other related provincial regulations and corporate and divisional safety standards and procedures.
  • Establishes, maintains and develops relationships with other Units, Divisions, agencies, elected officials, and consultants to ensure effective partnerships .

Key Qualifications:

  • Post-secondary education in transportation planning, urban planning, urban design, civil engineering, landscape architecture, project management, or a discipline pertinent to the job function or an equivalent combination of education, training, and experience.
  • Considerable experience working on complex multi-disciplinary projects in transportation, public realm or infrastructure planning and/or design in a detail and deadline-oriented environment.
  • Experience in transportation and/or public realm project planning, engineering and/or construction principles, standards, designs, guidelines, and applications in an urban environment.
  • Ability to work effectively as part of a team.
  • Ability to effectively manage and prioritize tasks to meet deadlines.
  • Ability to effectively represent the Division and to maintain relations and work with community and elected officials, internal and external stakeholders, and members of the public.
  • Strong problem solving and project coordination skills and the ability to exercise independent judgement in dealing with technical matters and initiating creative solutions.
  • Excellent interpersonal and communication skills, including: verbal or typed conversation; formal presentations; written documents; active listening; and attentive observation with the ability to communicate at all organizational levels, including the political level, while balancing stakeholder interests.
  • Knowledge of and ability to interpret and apply legislation and technical documents such as the Municipal Class Environmental Assessment Act (MCEA), Accessibility for Ontarians with Disabilities Act (AODA), the Integrated Accessibility Standards Regulation (IASR) the Highway Traffic Act, Ontario Traffic Manual, Occupational Health and Safety Act, and any of the City of Toronto's by-laws, technical standards, policies, guidelines and standard operating procedures.
  • Proficient in the use of a variety of software; including Microsoft Office Suite (e.g. Word, Excel and PowerPoint) and Adobe Creative Suite (e.g. Illustrator, lnDesign, Photoshop).
  • Knowledge of any or all the following software considered an asset: traffic simulation software (e.g. Synchro, Aimsun, VISSIM, and/or EMME); GIS platforms (e.g. QGIS, ArcGIS); CAD design (e.g. MicroStation/AutoCAD), automation software (e.g. Python).
  • A professional designation/certificate (e.g. RPP, PMP, P.Eng., RSP1, OALA, CACPT), or eligibility for a professional designation would be an asset.
  • Ability to work beyond normal business hours (e.g. evenings and/or weekends) on occasion as required (e.g. for public engagement events).
