Job summary

Red Deer Polytechnic seeks a Procurement Specialist to join their Procure to Pay team, supporting institutional operations across schools and divisions.

You will manage sourcing, competitive bid processes, contract administration, and provide leadership to buyers while ensuring compliance with trade agreements and procurement legislation.

Hybrid work options may be considered, with emphasis on collaboration, accountability, and continuous improvement in procurement services.

Qualifications

  • Diploma in Business or Supply Chain Management.
  • Member of the Supply Chain Management Association.
  • 2–3 years of experience in procurement, preferably in public sector.
  • Ability to operate and lead in high stress and peak volume cycles.
  • Excellent interpersonal skills with the ability to work collaboratively with a wide range of stakeholders.
  • Demonstrated analytical and problem-solving skills.
  • Strong consultative and collaborative skills.
  • Knowledge and understanding of public procurement, trade agreements, procurement law and legislation.
  • Solid computer skills in MS Office applications with emphasis on Word and Excel.
  • Ability to lead/facilitate meetings with internal and external stakeholders.
  • Criminal record check required.
  • A four-year undergraduate degree, or three-year undergraduate degree plus one full additional year asset.
  • Previous experience in public procurement or post-secondary environment asset.
  • Supply Chain Management Professional designation or Public Procurement Certificate asset

Responsibilities

  • Establish and maintain efficient communication channels with department buyers to ensure sound purchasing decisions.
  • Manage end-to-end competitive bid process, including contract negotiation and drafting.
  • Champion compliance as a procurement risk mitigation strategy.
  • Assist client schools and departments with sourcing, including RFQ responses.
  • Review and process purchase orders, change orders, standing orders and other procurement methods.
  • Monitor and maintain corporate contract lists and support procuring products through these contracts.
  • Coordinate with Risk and Insurance Coordinators and Access and Privacy Coordinator on renewals and amendments.
  • Document and maintain procurement records.
  • Interpret and ensure compliance with trade agreements, legislation, policies and procedures.
  • Lead or participate in procurement-related projects.
  • Adhere to professional standards and ethics.

Position Summary

Reporting to the Procurement Coordinator, the Procurement Specialist position works collaboratively withing the Procure to Pay team and across schools and divisions at Red Deer Polytechnic to provide expert advice and service in all aspects of procurement in support of institutional operations, including:

  • Sourcing and solicitation
  • Contract administration, and
  • Providing leadership and direct support to school and department buyers.

Position Responsibilities

As a Procurement Specialist, you will:

  • Establish and maintain efficient communication channels with the department buyers to ensure sound and compliant purchasing decisions are made across the organization
  • Manage end-to-end competitive bid process, including contract negotiation and drafting
  • Champion compliance as a key procurement risk mitigation strategy
  • Assist client schools and departments with sourcing, including preparing and evaluating responses to requests for quotes
  • Review and process purchase orders, change orders, standing orders and other means of procurement
  • Monitor and maintain the list of corporate contracts (such as office supplies, for example) and provide – to the extent possible – support to the clients schools/departments in procuring products through these contracts
  • Work closely with the Risk and Insurance Coordinators as well as the Access and Privacy Coordinator, monitoring and arranging contract renewals and amendments
  • Document and maintain procurement records
  • Interpret and ensure compliance with the trade agreements, legislation, contract law, policies and procedures
  • Lead or participate in other work related projects
