Job summary

Red Deer Polytechnic is seeking a Program Development Manager – Transportation Grants to lead strategic learning initiatives for Industry Advancement Grant funded projects.

In collaboration with the Dean and project sponsor, you will engage with internal and external partners to tailor learning programs, use data insights for recommendations, and oversee subject matter experts while meeting funding agency requirements.

Qualifications

  • Master’s degree in Education, Curriculum Studies, Adult Learning, Educational Leadership, or related discipline.
  • Agile Project Management certification preferred.
  • 5+ years experience in adult education, curriculum design, and/or program development.
  • 3–5 years team lead or management experience.
  • 3–5 years project management experience.
  • Experience with accreditation, regulatory, or quality assurance processes preferred.

Responsibilities

  • Leads research and stakeholder engagement with employers, industry reps, associations and government agencies.
  • Develops comprehensive learning strategies to support funding agency requirements.
  • Oversees program design and learning tools using ADDIE and other best practices.
  • Architects large-scale learning journeys acting as a product owner for the funding agency.
  • Leads budgeting, reporting, and governance processes to ensure compliance with agencies and policies.

Job description

Position Summary

Program Development Manager – Transportation Grants leads strategic learning initiatives identified as deliverables in Industry Advancement Grant funded transportation projects. In consultation with the Dean/Project Sponsor, the Program Development Manager – Transportation Grants will engage closely with internal and external partners to customize learning programs, utilize data insights for recommendations, and oversee subject matter experts while adhering to funding agency requirements and RDP policies and procedures. The incumbent will hire, contract, and supervise the required staff and expertise needed to fulfill the grant requirements.

Position Responsibilities
Research and Stakeholder Engagement
  • Ensures thorough gap analysis and data collection is completed accessing resources and subject matter expertise as required and within budget
  • Engages employers, industry representatives, professional associations, government agencies, and community partners as required
  • Facilitates consultation process with advisory committees
  • Conduct comprehensive research to understand stakeholder perspectives, assess needs and define requirements for funding agency strategic learning initiatives
Program and Curriculum Development
  • Develop comprehensive learning strategies to support funding agency requirements
  • Moving between strategic planning and practical execution, lead and support subject matter experts to ensure identified educational services, programs and strategies are aligned, scalable, learner-centred and responsive to evolving needs
  • Uses and applies best practices in learning design (i.e. ADDIE ) and assessment when developing programs and learning tools
  • Identifies and engages resources (human or capital), within approved budgets, required to fulfill program and curricular requirements.
  • Architect large-scale learning journeys acting as a “product owner” for the funding agency that aligns with business objectives and supports funding agency transformation
Leadership and Employee Development
  • Lead and mentor high-performing subject matter experts to create functional bench strength
  • Identifies subject matter expertise to support project delivery and determines how long individuals may be required as project team resources
  • Recruits, hires, and manages human resources required for project and program work in accordance with Collective Agreements and RDP Policy
  • Delegates and assigns work
  • Coach and mentor employees to support current performance while developing future leadership and technical capability.
  • Design and maintain effective support structures and workflows to ensure work is allocated and delegated efficiently.
  • Foster a workplace culture that values teamwork, collaboration, inclusion, and innovation.
  • Approve and track vacation and other absences for staff under direct supervision to ensure operational continuity.
  • Safeguard the confidentiality of personal information in accordance with POPA and institutional policies and procedures.
  • Ensure compliance with Occupational Health and Safety ( OHS ) requirements to maintain a safe and healthy work environment.
  • Coordinate employee exit processes to ensure accurate information collection, documentation, and tracking.
Budgets and Reporting
  • Define success metrics upfront, measure impact against funding agency outcomes
  • Leads preparation of documentation required for program approvals and governance processes
  • Works within assigned budgets to fulfill project work and proactively identifies issues with Project Sponsor
  • Tracks expenditures to comply with reporting and audit requirements
  • Follows RDP finance and purchasing policies
  • Ensures compliance with reporting requirements with funding agencies, provincial quality assurance requirements, accreditation standards, and regulatory expectations
  • Supports submissions to governing bodies, councils, boards, and external agencies
Project Management
  • Manages multiple initiatives and timelines simultaneously
  • Delivers on project schedules, milestones and risk assessments
  • Coordinates with other internal and external stakeholders to ensure project outcomes
  • Monitors project progress and regularly reports to project sponsor(s)
  • Commission and oversee learning program design in partnership with internal and external stakeholders, using blended, digital and AI_enabled approaches
  • Apply a Performance Consulting Approach demonstrating comfort navigating ambiguity, identifying opportunities, and moving initiatives forward with a high degree of ownership and judgement
  • Take ownership across boundaries – partner with internal and external stakeholders and subject matter experts to connect capability planning to funding agency broader strategy
Required Qualifications
Education
  • Master’s degree in Education, Curriculum Studies, Adult Learning, Educational Leadership, or related discipline.
  • Agile Project Management certification preferred
Experience
  • Minimum 5 years experience in adult education, curriculum design, and/or program development
  • 3 – 5 years experience in a team lead or management role
  • 3 – 5 years project management experience
  • Experience working through accreditation, regulatory, or quality assurance processes preferred.
Preferred Qualifications
  • Demonstrated experience in preparing proposals for grants, funding agency support, or government approval.
  • Strong interpersonal, diplomacy, and communication (verbal & written) skills to interact effectively and sensitively with a wide variety of people with diverse professional and technical backgrounds.
  • Oral Communication – Expressing oneself effectively and convincingly when speaking with individuals and groups in a formal or informal setting.
  • Written Communication Skills – Conveying information accurately in an appropriate written format; expressing oneself effectively in writing.
  • Analytical Skills – Collecting, comparing and relating data from different sources; identifying issues; anticipating problems.
  • Ability to successfully plan, implement, and lead complex technical projects, including planning for future growth.
  • Proven tolerance to stress: ability to function effectively in a demanding, deadline oriented, and constantly changing work environment
  • Pursue continuous professional development by maintaining current knowledge of regulations, best practices, tools, techniques, and performance standards across relevant sectors.
Salary or Hourly?

Salary $106,957 - $130,007 anually

Additional time off due to College closures between Christmas and New Year general holidays.
