Job summary

Polar Knowledge Canada is seeking a Policy Analyst (EC-05) in Ottawa, Ontario to advance science policy analysis, strategic planning, stakeholder engagement, and the coordination of initiatives that advance Polar Knowledge Canada's research, partnerships, and science priorities.

This position offers a path to developing strategic policy advice, conducting research and preparing briefing notes, and supporting collaboration across Polar Knowledge Canada and other federal departments.

Qualifications

Duties
Polar Knowledge Canada is currently looking for a Policy Analyst (EC-05) in Ottawa, Ontario to advance science policy analysis, strategic planning, stakeholder engagement, and the coordination of initiatives that advance Polar Knowledge Canada's research, partnerships, and science priorities. This position is perfect for someone with an interest in science and the Northern/Arctic/Antarctic environment, and who enjoys working with a team of innovative, dedicated staff. This position contributes to an evidence-informed Northern lens to overall federal and international science policy and evidence-based decision-making, informed by research and analysis, and close working relationships with key stakeholders, partners and other government departments. As a Policy Analyst (EC-05), the selected candidate will be responsible for developing strategic policy advice, undertaking research and preparing briefing notes, discussion papers or other reports, providing additional support related to the Chief Science Office’s work, supporting collaboration mechanisms and activities across Polar Knowledge Canada and with other federal departments, agencies, stakeholders, rightsholders, and other partners, and supervising up to two people.

EDUCATION

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, statistics, or another specialty relevant to the duties of the position. Notes: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

EXPERIENCE

• E1. Experience in building and maintaining partnerships with internal, external and/or Indigenous partners and/or stakeholders.
• E2. Experience conducting research and strategic analysis to develop policy advice, recommendations or options related to policies, programs, legislation and/or regulations.
• E3. Experience preparing analytical and decision-support documents, such as briefing notes, reports, correspondence, presentations, Cabinet or Treasury Board materials, strategic plans, or other policy documents.

ASSET QUALIFICATIONS

• AE1. Experience conducting research and analysis related to science, scientific programs, environmental issues, or evidence-based public policy.
• AE2. Experience working in a science-based organization, research institution, or government department or agency.
• AE3. Experience working with Inuit, Indigenous communities, organizations or governments, or working in northern Canada, particularly in Yukon, the Northwest Territories and/or Nunavut.
• AE4. Experience supervising staff.
