Planning/Geographic Information System (GIS) Technician (Permanent, Full-Time)

DUTIES

  1. Assist with policies to guide and control the long-term development of the Town so as to achieve the common well-being of the community.
  2. Assist with objectives to guide the future development of the Town and preparation of plans for the orderly development of the Town of Grand Falls-Windsor.
  3. Advise and assist all Municipal Departments, outside Government authorities, agencies, and the public on matters pertaining to the Town of Grand Falls-Windsor Municipal ICSP, Development Regulations, and the development application process.
  4. Prepare information and advertisements relating to zoning, land use, and development matters.
  5. Prepare and process maps, graphics, displays, and visual presentations of a planning nature.
  6. Assist in determining the feasibility of proposed land use developments.
  7. Ensure compliance with Council’s regulations and conditions of permits.
  8. Maintain the Town’s GIS Planning and Mapping Modules.
  9. Assist with implementing GIS in other Town Departments as required.
  10. Interpret air photography, legal land surveys, and Topographic Maps to prepare accurate and detailed information for parcels of land.
  11. Generate reports and products for geographical databases and related systems as required.
  12. Create drawings for various presentations/reports.

SALARY
As per CUPE Local 1349 Collective Agreement (2025 – $31.69 per hour)

QUALIFICATIONS

  1. Completion of a Technical Diploma in Urban Planning, Civil Engineering, Architecture, Drafting, or Building Technology, or a degree in Planning from a recognized post-secondary institution.
  2. Minimum of 3 years’ experience in a Municipal Planning environment.
  3. Must have training or experience in Cartography, Drafting, CAD/GIS.
  4. Knowledge of and ability to interpret applicable Municipal, Provincial, and Federal codes, regulations, and laws applicable to planning, development, and administration (e.g., Town of Grand Falls-Windsor Municipal Integrated Community Sustainability Plan, Development Regulations, the Urban and Rural Planning Act, and Municipalities Act).
  5. Familiarity with TatukGIS, Townsuite Mapping, and Townsuite Planning would be an asset.
  6. Valid Class 5 NL Driver’s License.
