Job summary

Building Ontario Fund (BOF) is seeking a full-time People & Culture Advisor to partner with employees and leaders, delivering HR programs, employee relations services, and workplace solutions. The role includes policy interpretation, accommodation coordination, investigations, and continuous improvement of People & Culture programs.

The successful candidate will have a Bachelor’s in HR or related field, CHRP is preferred but not required, and at least three years in HR functions.

Building Ontario Fund (BOF) is seeking a full-time People & Culture Advisor (This job posting represents an existing vacancy.)

PURPOSE OF POSITION

Accountable for partnering with employees and leaders to deliver people programs, employee relations services, and workplace solutions that support an engaged, productive, and healthy workforce. The role provides advice and guidance on People & Culture policies, procedures, and programs; coordinates workplace accommodation and disability management processes; supports employee engagement initiatives; conducts workplace investigations; and contributes to the implementation and continuous improvement of People & Culture programs and services.

KEY RESPONSIBILITIES
HR Programs & Client Services
  • Deliver responsive and professional People & Culture client service to employees and leaders.
  • Support implementation and administration of People & Culture programs including performance management, learning and development, onboarding, offboarding, and talent management activities.
  • Assist with policy interpretation and provide guidance on HR legislation, organizational policies, and best practices.
  • Prepare reports, metrics, presentations, and recommendations to support decision-making and program delivery.
  • Support Building Ontario Fund’s customer service standards, enabling client success and business/continuous improvement activities.
  • Maintain accurate employee records and ensure compliance with established procedures and documentation standards.
Employee Relations & Workplace Investigations
  • Provide specialized advice and guidance to managers and employees on employee relations matters, including workplace concerns, attendance management, performance issues, conflict resolution, and policy interpretation, assessing risks, identifying appropriate courses of action, and recommending solutions aligned with legislative requirements and organizational practices.
  • Lead and conduct investigations of Workplace Discrimination and Harassment Prevention (WDHP), Human Rights complaints, issues, potentially escalating incidents, or conflicts, interviewing employees and managers as appropriate.
  • Assess the nature, complexity, and risk of situations and determine the appropriate investigative approach, scope, and priorities in accordance with established investigation frameworks, organizational policies, and legislative requirements.
  • Analyze information gathered from interviews, documentation, and other sources to identify facts, themes, inconsistencies, and potential organizational risks. Apply established employee relations and investigative principles to develop practical recommendations and solutions that address workplace concerns while balancing employee, management, and organizational interests.
  • Prepare investigation plans, interview summaries, findings reports, and recommendations, ensuring procedural fairness and confidentiality.
  • Monitor and manage multiple employee relations and investigation files simultaneously, determining priorities and required actions based on established program objectives, business needs, risk considerations, and prescribed timelines, escalating complex or high-risk matters as appropriate.
Workplace Accommodation & Disability Management
  • Lead and coordinate workplace accommodation processes in accordance with the Ontario Human Rights Code and organizational policies.
  • Liaise with employees, managers, healthcare professionals, and external service providers to facilitate accommodation solutions.
  • Support disability management processes, including return-to-work planning, documentation management, and ongoing monitoring of accommodations.
  • Provide HR and Occupational Health and Safety related information, metrics, and reports to support long- and short-term workforce planning.
  • Work closely with the JHSC, recommend evidence-based strategies and programs that support ongoing evolution of a healthy workplace; monitor progress and outcomes of health and wellness initiatives and the impact they have on key organizational initiatives.
  • Maintain confidential accommodation records and ensure legislative compliance.
Employee Engagement & Culture
  • Support the design, development and implementation of organizational development programs and strategies to enhance employee and organizational performance.
  • Support organizational programs related to employee engagement, wellness, equity, diversity and inclusion, and culture development.
  • Analyze employee feedback and recommend opportunities to enhance employee experience.
  • Coordinate engagement events, learning activities, and employee communications.
  • Drive change management initiatives to ensure smooth transitions during organizational changes.
  • Design and implement strategies to enhance employee engagement and create a positive work environment.
  • Other duties as assigned.
Qualifications
Education and Experience
  • Bachelor’s Degree in Human Resources, or related field, or equivalent experience.
  • Professional certification (CHRP), preferred but not required.

Knowledge and Skills
  • Knowledge of HR practices, policies, procedures, and employee lifecycle processes.
  • Knowledge of HR-related legislation such as Ontario Employment Standards Act, WSIB, Human Rights Code, Pay Equity Act, Occupational Health and Safety Act.
  • Knowledge of workplace accommodation principles and disability management practices.
  • Knowledge of workplace investigation processes and employee relations practices.
  • Strong interpersonal skills and ability to build strong trust and rapport with leaders and able to flex style appropriately.
  • Strong written, verbal, and interpersonal communication skills required to work effectively with all levels of staff and management.
  • Conceptual and analytical skills to identify and assess business requirements.
  • Strong planning/organizational skills with the ability to manage multiple competing work priorities.
  • Ability to protect and maintain confidential and sensitive information.
  • Ability to work independently, determine priorities while performing a variety of different responsibilities with conflicting deadlines.
  • Strong political acuity, to recognize and take into account sensitive political situations.

Our office at 79 Wellington Street W, Toronto is steps from Union Station, with great dining and transit options.

As part of the Ontario Public Service, BOF requires employees to work in-office five (5) days/week. We believe in-person presence and collaboration strengthens culture and service delivery.

The expected salary for this role is CA$84,000 - 105,000 for candidates who meet the stated qualifications.
