Job summary

Community Living Oakville (CLO) seeks a Human Resources Manager to lead day-to-day people operations and align HR practices with the organization’s mission. You will foster a culture of excellence, equity, and inclusion, enabling staff to deliver high-quality services in a supportive environment.

Based in Oakville, you will oversee recruitment, onboarding, HRIS data integrity, safety, and regulatory compliance, while guiding leadership development and employee engagement initiatives.

Qualifications

  • Bachelor’s degree or diploma in Human Resources Management or related field.
  • Minimum 5 years of progressive HR experience, including at least 2 years in a leadership or supervisory role.
  • Experience within the developmental services, health, or broader non-profit sector preferred.
  • CHRP or CHRL designation (or working toward designation) required.
  • JHSC Certification considered an asset.
  • Strong knowledge of ESA, OHSA, Human Rights Code, and related legislation.
  • Familiarity with MCCSS/SIPDDA regulations is an asset.
  • Proficiency with HRIS platforms and Microsoft Office Suite.
  • Demonstrated commitment to Equity, Diversity, and Inclusion (EDI).
  • Excellent communication skills and ability to manage sensitive and complex employee relations matters.
  • Demonstrated competencies in inclusive leadership, change management, problem-solving, and team development.
  • Clear Police Records Check with Vulnerable Sector Screening required.
  • Valid driver’s license and access to a reliable vehicle required.

Responsibilities

  • Provide daily guidance, mentorship, and performance oversight to the HR Generalist, ensuring high-quality recruitment, onboarding, HRIS data integrity, and compliance with applicable legislation and regulatory standards.
  • Collaborate with the Director of Human Resources to align HR initiatives with the organization’s strategic priorities and sector vision.
  • Audit internal HR processes to identify and implement efficiencies.
  • Leverage HRIS and technology to track workforce data, recruitment metrics, and key performance indicators.
  • Support legislative reporting and internal auditing requirements.
  • Implement initiatives that promote employee recognition, psychological safety, and engagement.
  • Act as a liaison between management and staff to resolve workplace issues and maintain a respectful, safe, and inclusive environment.
  • Support collective bargaining, investigations, dispute resolution, progressive discipline, and grievance processes; act on behalf of the Director of Human Resources as required.
  • Lead recruitment strategy and collaborate with communications partners to ensure strong employer branding that attracts candidates aligned with the organization’s values and service model.
  • Support a performance management framework focused on core competencies, coaching, and professional development.
  • Identify training gaps and incorporate feedback from stakeholders, including individuals supported, into program development.
  • Implement mentoring initiatives that support onboarding and knowledge transfer.
  • Facilitate leadership development and succession planning.
  • Lead organizational health and safety and employee wellness programs.
  • Ensure compliance with the Occupational Health and Safety Act (OHSA).
  • Oversee workplace inspections, risk assessments, and Joint Health and Safety Committee (JHSC) activities.
  • Manage WSIB claims and early and safe return-to-work programs to support employee recovery and retention.

Position Summary

Reporting to the Director of Human Resources, the Human Resources Manager is responsible for ensuring excellence in day-to-day people operations. Key Duties & Responsibilities
  • Provide daily guidance, mentorship, and performance oversight to the HR Generalist, ensuring high-quality recruitment, onboarding, HRIS data integrity, and compliance with applicable legislation and regulatory standards (e.g., QAM, SIPDDA, ESA, Human Rights Code, privacy legislation).
  • Collaborate with the Director of Human Resources to align HR initiatives with the organization’s strategic priorities and sector vision.
  • Audit internal HR processes (recruitment, onboarding, offboarding, leave management) to identify and implement efficiencies.
  • Leverage HRIS and technology to track workforce data, recruitment metrics, and key performance indicators.
  • Support legislative reporting and internal auditing requirements.
  • Implement initiatives that promote employee recognition, psychological safety, and engagement.
  • Act as a liaison between management and staff to resolve workplace issues and maintain a respectful, safe, and inclusive environment.
