Responsibilities

PRIMARY PURPOSE

Develops and manages diverse payroll services across multiple TransLink entities within the context of several collective agreements. Ensures compliance with legislative requirements, collective agreements and policies, as well as timely, accurate and efficient processing. Develops strategies for the payroll function, and partners with executives and business leaders to address the diverse needs of the TransLink entities, act as a key contributor and provide leadership on payroll technology and system development and provide payroll expertise to the collective bargaining process. Provides leadership and oversees the supervision of reporting staff teams.

Key Accountabilities

Participates as a member of the Director’s senior team, working collaboratively with the other department leaders on the development of broad department strategies, providing advice and recommendations related to payroll services, and sharing responsibility for achievements and success.

Develops strategies for the payroll function, ensuring alignment with the Director’s key priorities, while planning for critical initiatives, and changes to the business, policies, collective agreements, government legislation, benefit carrier agreements, pension corporation requirements, and other impacts on payroll services, systems and interfaces.

Manages delivery of diverse payroll services across multiple TransLink entities, ensuring compliance with legislative requirements, collective agreements and policies, as well as timely, accurate and efficient processing.

Partners with executives and business leaders to address specific needs of the TransLink entities from a payroll perspective. Leads the development of business plans, establishing optimal approach, methodology, timelines, and processes to ensure successful implementation for payroll while also satisfying the business needs.

Partners with BTS leaders as a key contributor and participant in payroll-related technology and systems design, development, upgrades, configurations, customizations, testing, implementations and related communications and decisions. Leads development and implementation of business plans that optimize the payroll function in the context of technological change.

Partners with labour relations leaders and stakeholders at key intervals throughout collective bargaining. Provides expertise and advice on feasibility, appropriateness, consistency of proposals, and impacts from a payroll perspective, giving due consideration to compliance requirements, system capabilities, separate legal entity requirements, and other potential issues for payroll.

Develops and implements the necessary controls to mitigate risk, protect privacy, and ensure the integrity of all payroll data and information. Develops and maintains disaster recovery plan to manage risk in the context of system outages or other unplanned events that would have major impact on payroll.

Manages and conducts research in best practice, trends and methods to ensure optimum approach to delivery of payroll services. Includes identifying opportunities and leveraging technology to streamline and optimize payroll processes.

Manages communication of payroll-related changes to internal stakeholders, employees and union representatives. Also liaises with WSBC, CRA, and other government agencies, as well as benefits carriers and pension corporation from a payroll perspective.

Manages delivery of advice, information and support to management and staff on queries and issues related to payroll. Also oversees preparation of payroll reports, statistics and remittances for internal/external stakeholders as required.

Develops and presents reports on status of payroll projects, initiatives, achievements and challenges to the Director and other HR senior leaders.

Manages and oversees supervision of reporting staff teams, including selection, training, development, coaching, performance management and other people practices.

Qualifications

EDUCATION AND EXPERIENCE

The requirements for this job are acquired through an undergraduate degree in finance or related discipline, and achievement of Certified Payroll Manager designation, plus seven years of progressively responsible experience in payroll within a multi-union context.

Other Requirements

Advanced knowledge of the concepts, principles, practices and techniques pertaining to the payroll function

Advanced interpersonal and communication skills with ability to provide payroll-related advice, information and input to internal stakeholders across the organization, and also to union representatives

Solid planning and organizational skills to develop strategies and business plans for the payroll function to address needs across multiple TransLink entities

Solid problem solving and decision-making skills to determine optimum approach to addressing payroll requirements, provide input to collective bargaining to avoid payroll problems, and address day-to-day payroll issues

Solid analytical skills to ensure accuracy of payroll processing, and to assess payroll processes and procedures

Solid leadership, development and team building skills to manage reporting staff teams

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay

The salary for this position ranges from $97,600 - $146,400 per annum . Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
