Job summary

Metrolinx, a key mobility partner in Canada’s Greater Golden Horseshoe, is seeking a Manager, Network Operations to lead strategic logistics and continuous improvement initiatives across rail, bus and NOC functions. You will shape process design, standards, training and compliance, guiding teams toward on-time performance and safety goals.

The role requires extensive experience in railway operations, cross-functional leadership, and the ability to manage complex recovery efforts during service

Qualifications

  • Degree in Transportation/Management or related field, or equivalent experience.
  • Minimum eight (8) years’ progressive experience leading daily operations of a major commuter rail and bus hub.
  • Knowledge of the Employment Standards Act, Occupational Health & Safety Act, and applicable building codes.
  • Currently, or previously, held/maintained a Canadian Rail Operations Rules (CROR) qualification as an Operating Crew Member or Rail Traffic Controller, is required.
  • Knowledge of formal and informal policies and organizational interconnections to navigate boundaries and manage regulatory / compliance.
  • Experience with project management and related systems requirements and development methodologies; experience monitoring project progress, related staff, resources, and activities for adherence to timelines, and achievement of project performance results.
  • Experience leading transformational change to adapt to new or changing requirements and reflecting on lessons learned.
  • Diplomacy, negotiation, and persuasion skills to administer and negotiate vendor contracts; manage customer service and facilities management issues.
  • Personal resiliency to manage conflicting pressures and address front-line customer-facing issues.
  • Problem solving and oral/written/presentation skills to manage communication with stakeholders, resolve issues, and tailor communications.
  • In depth knowledge of Railway Operations.
  • Rail Traffic Control experience is an asset.

Responsibilities

  • Develop and implement strategic logistical plans: create and execute strategies to improve operational processes, design optimized logistics networks for the business, collaborate with cross-functional teams, risk management and contingency planning, integrate sustainability initiatives into business practices and utilize predictive analytics and forecasting for demand and capacity needs.
  • Lead Rail & Network function streams related to the development and support of daily operations, contract management and deliver recommendations to support continuous improvement to improve on-time performance within the business unit.
  • Provides leadership to develop and deploy a strategic vision and align others to connect ongoing projects and initiatives with corporate goals and objectives.
  • Monitor delivery of communications during major rail service disruption and recovery incidents.
  • Recommend revisions to operational emergency response plans and manages support initiatives for daily operational recovery related activities.
  • Review technical and functional reports for planned operational changes within the business; identifies weaknesses that could impact service, customer satisfaction, and safety.
  • Continuous improvement initiatives: lead efforts to implement lead process methodologies to enhance business efficiency and reduce waste.
  • Lead, mentor and develop a team of logistical and planning support resources, fostering a culture of continuous improvement, collaboration, open communication, inclusion, and diversity, while supporting business and corporate goals and objectives.
  • Implement, practice, oversee and communicate processes and systems focused on regulatory and safety compliance that ensure the safe and efficient delivery of operations and is aligned with regulatory/legislated requirements, corporate policies and customer expectations.
  • Liaise with regulators, railways, external agencies, and emergency personnel, and coordinates response, recovery, and investigation in the event of rail or bus operation-related emergency situations.
  • Manage emergency situations and other unexpected events while ensuring safety of employees and general public, limiting the impact to railway operations, and adhering to Canadian Rail Operating Rules (CROR), Metrolinx policies and procedures, as required.

Network Operations is seeking a Manager, Network Operations; this position will lead operational business improvement initiatives, such as business process management, standards, training and compliance, in support of rail, bus and integrated NOC functions through facilitating opportunities in continuous improvement, design and development of effective and efficient quality assurance, training programs, and project management.

What will I be doing?
