Job summary

Metrolinx is seeking a Senior Manager, Operations Integration to lead multi-disciplinary teams in planning, design, construction and operations for Subway and Light Rail Transit. You will influence strategic direction, manage business cases, and ensure safety, regulatory compliance and effective delivery across projects.

The role requires extensive experience in large-scale transit programs, strong stakeholder engagement, and ability to oversee complex budgets and staffing across internal teams

Qualifications

  • Degree in Engineering or related discipline.
  • Progressively senior leadership experience leading large technical staff or managing major contracts in transit.
  • P.Eng. registration in Ontario would be an asset.
  • PMP certification would be an asset.
  • Knowledge of Transport Canada, CTA, CUTA, AREMA, FRA, AAR, APTA, TAC and Ontario standards.
  • Experience with subway/LRT/BRT system planning and delivery.

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Rapid Transit Operations department is seeking a Senior Manager, Operations Integration to lead the development and maintenance of multidisciplinary teams, including a high level of technical, functional and financial oversight to professional engineering, design, construction and/or operations & maintenance internal staff and consulting teams. The Senior Manger will support the Director in establishing policies, procedures and best practices for the design and long-term management of the network.

What will I be doing?
  • Provides senior technical leadership, expertise, and advice to multi-disciplinary professional teams involved in planning, design and engineering activities to develop and maintain and operate Subway and Light Rail Transit modalities, including technical, functional, and financial oversight to professional engineering, design, construction and/or maintenance internal staff and consulting teams
  • Creates and manages the strategic direction for area of responsibility; develops, presents and negotiates specifics of business cases to operationalize strategic initiatives
  • Provides senior leadership and direction in the development and implementation of processes and measures to fulfill all safety, regulatory and legal requirements related to Subway/LRTdevelopment and/or operations & maintenance activities
  • Conducts and manages operational planning aligned with the organization’s strategic plans and discusses / negotiates plans with other business units
  • Establishes ongoing relationships and provides senior leadership oversight to consultant teams, contractors, partners and stakeholders to ensure high quality service
  • Communicates regularly with internal and external stakeholders, partners, government representatives, contractors, and vendors to advise, communicate, educate, negotiate, and/or persuade on issues within scope of responsibility
  • Develops and implements operational plans and budgets for the development and/or maintenance of Subway/Light Rail/Rapid Transitdesign and engineering teams; determines related staffing, vehicle, material, and equipment requirements
  • Provides creative thought leadership with input from others to develop and deploy a strategic vision; connects and aligns projects with strategic corporate goal
What Skills and Qualifications Do I Need?
  • Completion of a degree in Engineering or a related discipline – or a combination of education, training, and experience deemed equivalent
  • Demonstrated years’ progressively senior experience leading a large group of technical staff and/or managing large operating agreements or projects, preferably in the transportation and/or public transit sector
  • Registration as a Professional Engineer (P.Eng.) in the Province of Ontario would be an asset
  • Project Management Professional (PMP) certification would be an asset
  • Knowledge of rules and regulations established by Transport Canada (TC), Canadian Transportation Agency (CTA), Canadian Urban Transit Association (CUTA), American Railway Engineering Maintenance of Way Association (AREMA), Federal Railway Administration (FRA), American Association of Railways (AAR), American Passenger Transportation Association (APTA), TAC and Ontario Provincial and Municipal standards; various building codes, contract, safety and environmental legislation
  • Experienced-based, knowledge of commuter rapid transit (e.g. Subway, Light Rail Transit (LRT), Bus Rapid Transit (BRT)), system planning, design and delivery (e.g. elevated, surface and subway main line and stations, maintenance of rapid transit systems, related storage yards, etc.)
  • Knowledge of project management, work planning and civil engineering techniques
  • Experience managing a unionized workforce and external contractors/partners
  • Interpersonal and communication skills to provide high level expertise, and lead multi-disciplinary professional teams
  • Working Conditions:

  • Required to visit outdoor construction and field sites where personal protective equipment is a requirement
  • Position is required to be available outside of regular office hours to maintain business relationships and address issues as they arise.
