Job summary

The Government of Northwest Territories seeks a Manager, Justice Technical Services to lead, design, implement, maintain, and support electronic and physical security solutions used by the Department of Justice and related services. You will work with judges, court staff, enforcement agencies, vendors, and stakeholders to ensure secure, efficient operations.

Qualifications

  • Undergraduate degree in computer science or electrical engineering with five+ years of directly relevant experience including one year supervising staff.
  • Experience managing information technology, security technologies, telecommunications infrastructure, network environments, or related systems.
  • Experience leading technology projects from design to operation, including risk management and security policy development.

  • Lead and manage specialized justice technology and security systems including courtroom tech, surveillance, access control, and critical infrastructure for Judiciary, Court Services, and Correctional Services.

  • Oversee technical operations, staff, vendors, budgets, and stakeholder relationships ensuring reliable service delivery and regulatory compliance.

Job description

This Job Opening is limited to employees with the GNWT/WSCC in indeterminate and term positions.

The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves andthe development of programs and services that effectively serve the human resource needs of the public service.

Job Information

The Manager, Justice Technical Services is responsible for the overall planning, design, implementation, maintenance, and support of electronic and physical security solutions used by the Department of Justice, as well as specialized technology systems supporting Court Services, Correctional Services, and the Judiciary. The position maintains a shared reporting relationship between Information Systems Shared Services and the Judiciary and serves as the Chief Judicial Information/Security Officer for the NWT Supreme Court and Territorial Court when representing the Judiciary. The position supervises a team of technical specialists and works closely with judges, court staff, correctional facility personnel, law enforcement agencies, vendors, and other stakeholders.

Key Responsibilities

  • Lead and manage specialized justice technology and security systems, including courtroom technology, surveillance systems, access control systems, telecommunications, and other critical infrastructure supporting the Judiciary, Court Services, and Correctional Services.
  • Provide strategic leadership and expert advice on security planning, risk management, business continuity, disaster recovery, technology solutions, and emerging security technologies to support safe and effective justice operations.
  • Oversee technical operations, staff, vendors, and projects, ensuring reliable service delivery, regulatory compliance, budget management, and strong stakeholder relationships across the justice sector.

Key Qualifications

  • An undergraduate degree in computer science or electrical engineering with five (5) or more years of directly relevant and progressive experience including one (1) year supervising staff.

Directly Related Experience Includes:

  • Experience managing and supporting information technology, security technologies, telecommunications infrastructure, network environments, or related technical systems
  • Experience leading technology projects, including system design, implementation, maintenance, testing, upgrades, and operational support.
  • Experience conducting security risk assessments, incident response, business continuity planning, disaster recovery planning, and security policy development.
  • Experience supervising technical staff and managing vendors, contracts, budgets, and stakeholder relationships within complex operational environments.
