Toronto Community Housing (TCHC) seeks a Manager of Investigations to lead the Investigations Unit in preventing, detecting and addressing fraud and misconduct. You will oversee complex investigations, collaborate with internal teams, and advise on process improvements.
This hybrid role offers opportunities to work both at a TCHC location and remotely as operational needs permit. The ideal candidate has 5–8 years in leadership of investigative teams, strong knowledge of privacy, MFIPPA and HSA

This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
The Manager of Investigations will direct, lead and manage the Investigations Unit within the company. The Manager of Investigations will be responsible to prevent, detect and investigate internal and external fraud and waste matters that put the organization at risk. The position will monitor all fraud complaints received by the organization and action appropriately with the team or other business units within the company.
The Manager of Investigations will develop and maintain strong working relationships with internal and external stakeholders and provide recommendations for improvement to processes and policies as required.
Conduct medium to highly complex internal and external investigations into alleged fraud and waste activities, misconduct of employees, residents, or companies in relationship or seeking to do business with TCH.
Direct and Manage the Investigations Unit
Ensure proper liaison is establish and maintained with law enforcement, regulatory agencies and other third parties in the investigative process.
Prepare and deliver new investigative processes, seminars and fraud presentation
Provide advice and guidance to all TCHC staff on matters relating to investigations, reviews and fraud and waste prevention.
