Hybrid Job:

This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Make a difference

The Manager of Investigations will direct, lead and manage the Investigations Unit within the company. The Manager of Investigations will be responsible to prevent, detect and investigate internal and external fraud and waste matters that put the organization at risk. The position will monitor all fraud complaints received by the organization and action appropriately with the team or other business units within the company.

The Manager of Investigations will develop and maintain strong working relationships with internal and external stakeholders and provide recommendations for improvement to processes and policies as required.

What you'll do

Conduct medium to highly complex internal and external investigations into alleged fraud and waste activities, misconduct of employees, residents, or companies in relationship or seeking to do business with TCH.

• Utilizes databases, conduct research and analyze information to support investigations.


• Undertakes detailed questioning of victims, suspects, residents and/or employees to gather relevant facts and evidence.


• Prepare correspondence, briefing notes and extensive reports to internal stakeholders and senior management.

Direct and Manage the Investigations Unit

• Manage the fraud complaints database to ensure all complaints are systematically acted upon appropriately


• Review and approve all investigation reports prepared and completed by the Investigations Unit.


• Strong leadership providing training and guidance to the Investigations Unit, internal and external stakeholders and to Senior Management at an enterprise level.


• Monitor the progress of investigations and provide mentoring and training to members of the team.


• Assist in the development and implementation of new policies, protocols and internal templates, as required.

Ensure proper liaison is establish and maintained with law enforcement, regulatory agencies and other third parties in the investigative process.

• Maintain a strong source of networks within the Corporate Fraud Investigations industry and with law enforcement.


• Ensure that any information received has been properly supported, is confidential and complies with any rules of evidence for litigation purposes.


• Maintain through knowledge of legislation and procedures relevant to TCH, while adhering to MFIPPA and PIPEDA rules.


• Strong knowledge of the Human Right Code (HRC) and the Housing Services Act (HSA).


• Liaise with third parties to develop and enhance the sharing of information and documents.

Prepare and deliver new investigative processes, seminars and fraud presentation

• Proactively develop and implement new investigative processes with the support of Operations at an enterprise level.


• Prepare and deliver seminars to operating unit staff and other levels within the organization.


• Prepare and deliver seminars to resident on fraud.


• Excellent customer service skills and providing respectful customer service.

Provide advice and guidance to all TCHC staff on matters relating to investigations, reviews and fraud and waste prevention.

• Liaise with all levels of TCHC staff professionally and in a confident manner.


• Communicate with internal stakeholder’s weaknesses and processes that are identified to be broken. Provide recommendations on how to improve process and efficiency at an enterprise level.


• Constantly providing feedback and recommendations to improve process and company policies.

What you’ll need

• College Diploma in relevant area (e.g. Law Enforcement, Criminology or a related field).


• Minimum 5 – 8 years experience in a leadership or managerial capacity guiding teams members on multi-level projects and assignments


• Thorough knowledge and experience in investigative procedures and methodologies involving fraud, corporate and criminal investigations, with adherence to privacy legislation and human rights.


• Well-developed analytical, problem solving, and research skills.


• Excellent verbal and written communication skills, and the ability to communicate sensitive issues. Strong ability to conduct different types of interviews.


• Experienced in managing large volume of investigations to produce quality, timely reports to internal stakeholders and upper management.


• Extensive knowledge and experience in investigative procedures and methodologies involving fraud, corporate and criminal investigations, with adherence to privacy legislation and human rights.


• Frequently perform medium to highly complex specialized or technical work at an authoritative level, providing guidance to others at TCHC, in one or more technical or professional areas.


• Detailed working knowledge of legislation that is applicable to Toronto Community Housing including the Human Rights Code and the Housing Services Act (formerly the Social Housing Reform Act)


• Certified Fraud Examiners (CFE) designation and formal interviewing training would be an asset.
