Responsibilities

  • Lead planning and design for distribution systems; ensure compliance with standards and codes.
  • Provide engineering leadership for capital and recoverable projects; manage scope, cost, scheduling.
  • Coordinate research, studies, and designs related to distribution systems and energy integrations.
  • Develop and update distribution standards and procedures; chair the Distribution Standards Committee.
  • Review third-party attachments and manage joint-use records and invoicing.
  • Oversee service desk and ensure excellent customer service with stakeholders.

Qulliq Energy Corporation

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-stand diesel power generation facilities and distribution systems located in each of the territory’s communities.

Manager, Electrical Distribution Planning (QEC 26-026)
Iqaluit, Nunavut

Reporting to the Director, Engineering, the Manager, Electrical Distribution Planning is responsible for the research, planning, and certification of the Corporation’s electrical distribution systems, designs, and standards. The position supports the execution of distribution system projects by providing engineering support in areas such as system planning, design services, technical analysis, and conducting research. The position also provides technical advice, support, and recommendations to stakeholders as required.

Duties And Responsibilities
  • Manages the electrical distribution engineering team and leads the planning and design new installations, replacements, and upgrades of the Corporation’s distribution systems and ensures that all designs meet or exceed QEC’s Distribution Standards and all other applicable codes, standards, regulations, and best utility practice.
  • Provides engineering leadership and governance for distribution-related capital and recoverable projects, including preparation of technical scope, cost estimates, scheduling, resource allocation, technical specifications and contracts, submission of tenders, contract management, technical evaluations, electrical testing and commissioning, and leads team to ensure capital and recoverable projects are completed on time and within budget.
  • Undertakes and coordinates research, studies, analysis, and designs related to distribution systems and equipment, as well as integration of alternative energy systems.
  • Oversees and assists in the design and development of new and existing distribution standards and procedures, including stamping designs and specifications.
  • Chairs the Distribution Standards Committee consisting of representation from the Engineering and Operation departments.
  • Reviews applications for third party attachments to the distribution system and assists with updating joint use attachment records and invoicing.
  • Oversees service desk and customer service requests, and works closely with Manager, Distribution and Fleet Operations to ensure excellent customer service.
  • Other closely related tasks as assigned.
Required Qualifications Include
  • Seven years of experience planning electrical distribution systems in a utility.
  • Two years of experience in the supervision and development of staff.
  • Experience working with medium voltage distribution systems, including overhead and underground construction, industrial and commercial services, joint use agreements, and metering.
  • Experience in full scope project management, from inception to commissioning.
Assets
  • Project Management Professional (PMP) designation is an asset.
  • Knowledge of Nunavut, the land, language and culture is an asset.
  • The ability to communicate in Inuktitut, Inuinnaqtun, and/or French is an asset.

A combination of education and equivalent experience may be considered.

We offer a competitive starting salary range of $149,128.02 to $179,392.80 and a northern living allowance of $16,328.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. In addition, subsidized staff housing is available for this position. This position is not included in the Nunavut Employee's Union.

Preference will be given to Nunavut Inuit.
